【摘要】:随着信息化技术的快速发展,经过国家信息化领导小组的深入研究,决定在今后很长一段时间内,把电子政务建设作为重点来实施,由政府带头,以带动国民经济为目的,促进社会发展信息化为己任。在全球信息化的高速发展的大环境下,信息化建设有了更多的困难和挑战,为更好的加快政府职能转变,快速提高政府行政质量和效率,增强政府监管和对社会的服务能力,有效的促进社会监督,最终实现信息化带动工业化的发展战略,落实这一决定具有十分重要的意义。 重庆市科技计划项目管理系统建设实现全委的科技计划项目综合管理业务,减轻用户的工作量,提高工作效率。系统根据项目管理规定,固化管理流程,防止管理漏洞,杜绝暗箱操作,提高项目管理的透明度。系统引进信用征集手段,实现对申报企业、申报个人以及专家的信用评价,逐步减少导致科技计划项目失败各种可能因素,保证科技计划资金的有效利用。同时结合搜索引擎技术,实现项目文档的全文搜索,让科技知识再利用成为可能。 研究、设计重庆市科技计划项目管理系统使科研管理部门与项目承担单位(负责人)之间开通了一辆直通车,每个项目的整个生命周期可以方便的直接进行管理,建立了无障碍的高效管理模式。系统建立了统一的数据模型,对项目相关活动提供了全方位的直观视图,使科研管理部门能够快速分配合适的资源到每一个项目并在项目的的整个生命周期内进行跟踪,确保项目的顺利执行,同时,项目承担单位可以即时的了解项目的最新状况,即时与科研管理部门进行有效的沟通,在科研管理部门的支持与监管下提升了项目承担单位的科研能力及工作效率。 本文是对重庆市科技计划项目管理过程实际调研、分析、设计、论证后编写的案例行论文。在论文编写过程中,运用了多种方法使得论文的研究成果更具有说服力和可行性。最主要的方法有两种,一是调查法:有目的、有计划、有系统地搜集项目管理现实状况或历史状况。通过谈话、问卷、个案研究、测验等科学方式,对业务处室进行有计划的、周密的和系统的了解,并对调查搜集到的大量资料进行分析、综合、比较、归纳,从而为系统设计与研发提供规律性的知识。二是实证研究法,通过分析与设计,实证项目管理系统过程是否为真实可行的。依据调查结果与需要,,提出设计,在实际运用过程中,有目的有步骤地操纵,根据观察、记录、测定是否符合具体要求,根据实际状况作出相应调整。 文章首先讲述了科技计划项目管理系统构思的背景、目的与意义,随后从需求分析与调研,应用系统的分析与设计,功能规划与系统架构,数据库设计四个方面进行了详细介绍,最后根据系统实际运行效果进行了全面的总结与展望。
[Abstract]:With the rapid development of information technology and the in-depth study of the National Informatization leading Group, it is decided that the construction of electronic government affairs will be put into practice in a very long period of time in the future, and the government will take the lead in order to promote the national economy. Under the environment of the rapid development of global informatization, informatization construction has more difficulties and challenges. In order to accelerate the transformation of government functions and improve the quality and efficiency of government administration, It is of great significance to strengthen government supervision and social service ability, to effectively promote social supervision, and finally to realize the development strategy of informationization and industrialization. The construction of Chongqing Science and Technology Plan Project Management system realizes the comprehensive management business of the whole committee, reduces the workload of users and improves the working efficiency. According to the project management regulations, the system solidifies the management process and prevents the management loopholes. Put an end to the dark box operation, improve the transparency of project management, introduce credit collection means systematically, realize the credit evaluation of enterprises, individuals and experts, and gradually reduce the possible factors that lead to the failure of scientific and technological projects. At the same time, combining with search engine technology, the full text search of project documents is realized, which makes it possible to reuse scientific and technological knowledge. The research and design of the project management system for the Chongqing Science and Technology Plan enables the scientific research management department and the project undertaking unit (person in charge) to open a through train, which can be easily and directly managed throughout the life cycle of each project. Establish a barrier-free and efficient management model. The system has established a unified data model, which provides a comprehensive visual view of project-related activities. Enabling scientific research management to quickly allocate the appropriate resources to each project and track it throughout the project's life cycle to ensure the smooth implementation of the project, and at the same time, the project undertaking unit can keep abreast of the status of the project immediately. With the support and supervision of the scientific research management department, the research ability and efficiency of the project undertaking unit are improved. This paper is a case study, analysis, design and demonstration of the process of scientific and technological project management in Chongqing. Many methods have been used to make the research results more persuasive and feasible. One of the most important methods is to investigate: purposeful, planned, systematic collection of project management reality or historical situation. Scientific methods, such as questionnaires, case studies, tests, etc., to have a planned, thorough and systematic understanding of the operations office, and to analyze, synthesize, compare, and sum up a large amount of data collected by the investigation. So as to provide regular knowledge for system design and development. Second, empirical research method, through analysis and design, empirical project management system process is true and feasible. According to the survey results and needs, put forward the design, In the process of practical application, the aim is to manipulate step by step, according to observation, record, determine whether meet the specific requirements, and make corresponding adjustments according to the actual situation. This paper first describes the background, purpose and significance of the project management system of science and technology planning, and then analyzes and investigates the requirements, analyses and designs the application system, functions planning and system architecture. Four aspects of database design are introduced in detail. Finally, a comprehensive summary and prospect are made according to the actual operation results of the system.
