【摘要】：随着互联网的迅速发展,在网络信息越来越丰富的同时,人们面临着信息过载的压力,使得搜索引擎的兴起和发展成为一种必然。搜索引擎决定了人们获取的信息内容、信息呈现方式,不仅具有重大意义,而且对社会有着深远影响。但是,搜索引擎企业又天然地被商业利益所控制,在其产业创新过程中所引发的科技伦理失范行为,不仅给社会既有伦理提出前所未有的挑战,并且给搜索引擎产业的发展带来了极大的负面影响,引起了社会各界的普遍关注。如何应对我国搜索引擎产业创新中客观存在的科技伦理问题,对于我国搜索引擎产业的长远发展至关重要。首先,本文对国内外研究现状进行概述,主要回顾了搜索引擎的技术实现、商业模式及科技伦理等方面的相关研究文献。其次,本文介绍了科技伦理的概念和本质,同时对搜索引擎的定义、分类及发展历程进行概述,并对我国搜索引擎产业创新的背景和模式进行梳理,包括提供搜索技术、关键词广告、固定排名及其他。再次,本文结合我国搜索引擎产业创新的模式,重点论述了我国搜索引擎产业四个方面的科技伦理问题,主要有"竞价排名"引发的社会问题,色情信息、赌博信息等不良信息带来的信息污染问题,对个人隐私权的伤害问题,以及侵犯知识产权问题;针对上述科技伦理问题,本文从技术根源和社会根源分析引发我国搜索引擎产业创新科技伦理问题的原因,其中技术根源分为网络特性和搜索引擎技术自身特点两个方面,社会根源分为社会法律制度、搜索引擎企业、搜索引擎用户三个方面。最后,本文提出了应对我国搜索引擎产业创新科技伦理问题的主要措施,在社会法律制度层面需要健全法律法规体系,完善政府监管机制;在搜索引擎企业层面需要强化社会责任意识,加强伦理制度建设;在搜索引擎用户层面需要提升网络认知,同时增强其严格自律意识。
[Abstract]:With the rapid development of the Internet, people are facing the pressure of information overload while the network information is more and more abundant, which makes the rise and development of search engine become a necessity. The search engine determines the information content that people obtain. The way of information presentation is not only of great significance, but also has a profound influence on society. However, search engine enterprises are naturally controlled by commercial interests, which leads to scientific and technological ethics anomie in the process of industrial innovation. It not only brings the unprecedented challenge to the existing ethics of the society, but also brings great negative impact to the development of the search engine industry. How to deal with the scientific and technological ethical problems in the innovation of our search engine industry is very important for the long-term development of our search engine industry. First of all, This paper summarizes the current research situation at home and abroad, mainly reviews the related research literature on technology realization, business model and science and technology ethics of search engine. Secondly, this paper introduces the concept and essence of science and technology ethics. At the same time, it summarizes the definition, classification and development of search engine, and combs the background and mode of Chinese search engine industry innovation, including providing search technology, keyword advertising, fixed ranking and others. Combined with the innovation mode of the search engine industry in China, this paper focuses on the scientific and technological ethical problems in four aspects of the search engine industry in China, including the social problems caused by "competitive price ranking", pornographic information, etc. The problem of information pollution caused by bad information such as gambling information, the harm to personal privacy, and the infringement of intellectual property rights. This paper analyzes the causes of the scientific and technological ethical problems in the innovation of search engine industry in China from the technical and social sources, in which the technological root is divided into two aspects: the network characteristics and the technical characteristics of the search engine, and the social root is divided into the social legal system. Finally, this paper puts forward the main measures to deal with the problems of scientific and technological ethics in China's search engine industry innovation, and needs to improve the system of laws and regulations at the level of social legal system. Improve the government supervision mechanism; in the search engine enterprise level need to strengthen the sense of social responsibility, strengthen the construction of ethical system; in the search engine user level need to enhance the network cognition, at the same time strengthen its strict self-discipline consciousness.
