城市医疗救助制度可持续发展研究

【摘要】：研究目的 本研究通过梳理医疗救助制度相关理论，并对国际，国内相关经验进行总结分析。以重庆市为实证调研对象，对城乡医疗救助制度中城市医疗救助现状进行定量与定性研究，综合分析量表数据及访谈内容，，并依此探索城市医疗救助制度可持续发展的策略，为政府优化改革决策提供参考依据。 研究方法 资料来源：通过系统检索数据库，查阅相关书刊资料，检索搜索引擎收集医疗救助方面的研究报告及信息；并通过政府卫生，财政，民政，统计等部委官方网站收集有关医疗救助的相关法律法规，政策文件、年度报表等有关统计数据和资料。通过统一编制的调查量表，访谈提纲对各样本区进行调研获取实证资料。 研究方法：采用文献分析法，深入访谈法，定量研究法，系统分析法，统计分析方法等 研究结果 (1)对医疗救助制度的基础理论研究进行了扩充，对国际，国内经验进行研究分析，总结出可借鉴经验。 (2)对重庆市城市医疗救助制度的实施现状进行制度实施现状及效果进行总结分析。通过样本区的对比分析，寻找城市医疗救助制度可持续发展的改善途径。 (3)结合调查地区的实证研究提出城市医疗救助制度可持续发展的对策建议。结论及政策建议 通过理论研究，经验分析，实证研究，研究分析城市医疗救助制度可持续发展的政策建议，从城市医疗救助制度与基本医疗保险的有效衔接，城市医疗救助制度与社会救助制度有效衔接，城市医疗救助制度实施过程的改进措施三个层面提出可行性的政策建议。
[Abstract]:Objective to summarize and analyze the relevant international and domestic experiences by combing the relevant theories of medical aid system. Taking Chongqing as an empirical research object, this paper makes a quantitative and qualitative study on the present situation of urban medical assistance in urban and rural areas, analyzes the data of the scale and interviews, and explores the sustainable development strategy of urban medical aid system. To provide the reference for the government to optimize the reform decision. Research methods data sources: through systematic retrieval of databases, access to relevant books and periodicals, search engines to collect research reports and information on medical assistance; and through government health, finance, civil affairs, Statistics and other official websites collect relevant laws and regulations, policy documents, annual reports, and other relevant statistical data and information on medical assistance. Through the unified investigation scale, interview outline of the sample areas to obtain empirical data. Methods: literature analysis, in-depth interview, quantitative research, system analysis, statistical analysis and other research results were used. (1) the basic theoretical research of medical aid system was expanded. The domestic experience is studied and analyzed, and the experience can be used for reference. (2) the present situation and effect of the implementation of Chongqing's urban medical aid system are summarized and analyzed. Through the comparative analysis of the sample area, to find the way to improve the sustainable development of the urban medical aid system. (3) combined with the empirical study of the investigation area, put forward the countermeasures and suggestions for the sustainable development of the urban medical aid system. Conclusions and policy recommendations through theoretical research, empirical analysis, empirical research, research and analysis of urban medical assistance system sustainable development policy recommendations, from the urban medical assistance system and basic medical insurance effective link, The city medical aid system and the social assistance system effectively link up, the city medical aid system implementation process improvement measures three levels put forward feasible policy recommendations.
