青岛市弱势群体社会救助问题研究

【摘要】：在市场经济条件下，总有一部分人群因为拥有的社会资源不足和自身能力低下而沦为弱势群体。作为社会群体的一部分，无论在任何社会弱势群体都是客观存在的。弱势群体问题己成为我国当前社会生活中日益凸显的社会问题。如何解决社会弱势群体问题己经成了我国进一步深化改革，加快经济社会发展不容回避的问题。本文以青岛市下岗职工和农民工群体为例，分析青岛市弱势群体的生活状况，研究青岛市弱势群体的社会救助问题，这对于青岛市深化改革，维护社会稳定，加快经济社会发展具有重要的现实意义。第一章主要介绍本文的研究背景和意义、国内外研究综述、本文的研究思路和方法，以及本文的创新之处和不足。第二章阐述了弱势群体及社会救助的概念，总结了弱势群体的分类以及弱势群体社会救助的相关理论依据。第三章以下岗职工和农民工群体为例，以中国石油大学对青岛市弱势群体的调查数据为基础，在物质生活、家庭生活、娱乐休闲、社会交往、子女教育、医疗、权利维护等方面对青岛市弱势群体的生存状况进行了详细的分析。第四章首先介绍了青岛市社会救助的主要内容,其次介绍了青岛市社会救助工作取得的成绩,最后分别从部门协作、基层队伍建设、法律法规、救助水平、救助资源的整合五个方面提出了青岛市社会救助工作存在的不足。第五章首先介绍了美国和英国在弱势群体社会救助工作中的经验，然后阐述了发达国家社会救助给我们带来的启示。第六章对如何提高青岛市弱势群体社会救助水平提出了建议。本文主要采用了以下几种研究方法：一是文献分析法：本文在撰写过程中，通过各种文献数据库，谷歌，百度等搜索引擎，以及翻阅相关的书籍，广泛搜集了大量关于弱势群体社会救助的国内外文献资料，并进行了综合分析和归纳整理，从理论方面对城市弱势群体的相关概念和基本理论进行阐述。二是图表研究法：在研究过程中，把收集到的大量具体资料、数据，借以图表的形式进行较为简单明了而又清晰的表述。三是因素分析法:运用因素分析法对青岛市弱势群体的生活状况进行了深入分析。本文的创新在于：从研究内容上看，目前学术界从宏观政策角度出发对城市弱势群体的研究比较多，而对于具体地区城市弱势群体社会救助现状研究的较少，对于青岛市弱势群体的现状研究更是屈指可数，本文就比较全面地分析了青岛市弱势群体的生活现状和社会救助现状，通过发达国家社会救助工作取得的经验和启示，，为改进青岛市弱势群体的社会救助工作提出了政策建议。
[Abstract]:Under the condition of market economy, there are always some people who are weak because of the lack of social resources and their own low ability. As a part of social groups, no matter in any social vulnerable groups are objective existence. The problem of vulnerable groups has become an increasingly prominent social problem in our current social life. How to solve the problem of social vulnerable groups has become an unavoidable problem in further deepening reform and speeding up economic and social development in China. Taking the laid-off workers and migrant workers in Qingdao as an example, this paper analyzes the living conditions of the vulnerable groups in Qingdao, and studies the social assistance of the vulnerable groups in Qingdao, which is helpful to the deepening of the reform and the maintenance of social stability in Qingdao. Accelerating economic and social development has important practical significance. The first chapter mainly introduces the research background and significance of this paper, the domestic and foreign research review, the research ideas and methods of this paper, as well as the innovations and shortcomings of this paper. The second chapter describes the concept of vulnerable groups and social assistance, summarizes the classification of vulnerable groups and the relevant theoretical basis of social assistance for vulnerable groups. The third chapter takes laid-off workers and migrant workers as an example, based on the survey data of vulnerable groups in Qingdao by China University of Petroleum, in material life, family life, entertainment and leisure, social interaction, child education, medical treatment. The survival status of vulnerable groups in Qingdao is analyzed in detail. The fourth chapter first introduces the main contents of social assistance in Qingdao, and then introduces the achievements of social assistance in Qingdao. Finally, it introduces the cooperation of departments, the construction of grass-roots teams, the laws and regulations, and the level of relief. Five aspects of the integration of rescue resources put forward the shortcomings of social relief work in Qingdao. The fifth chapter first introduces the experience of the United States and Britain in the work of social assistance to the vulnerable groups, and then expounds the enlightenment brought to us by social assistance in developed countries. The sixth chapter puts forward some suggestions on how to improve the level of social assistance for the vulnerable groups in Qingdao. This paper mainly adopts the following research methods: first, literature analysis: in the process of writing this paper, through various literature databases, Google, Baidu and other search engines, as well as read the relevant books, Extensive collection of a large number of domestic and foreign literature on social assistance to vulnerable groups, and comprehensive analysis and summary, from the theoretical aspects of urban vulnerable groups related concepts and basic theory are expounded. The second is chart research: in the process of research, a large number of concrete data and data are collected so that the form of the chart can be expressed in a simple, clear and clear way. The third is factor analysis: this paper analyzes the living conditions of the vulnerable groups in Qingdao by means of factor analysis. The innovation of this paper lies in: from the point of view of research content, there are more researches on urban vulnerable groups from the perspective of macro policy, but less on the current situation of social assistance for urban vulnerable groups in specific areas. The research on the status quo of the vulnerable groups in Qingdao is even more rare. This paper makes a comprehensive analysis of the living and social assistance status of the vulnerable groups in Qingdao, and the experience and enlightenment obtained from the social assistance work in the developed countries. In order to improve the social relief work of the vulnerable groups in Qingdao, some policy suggestions are put forward.
