【摘要】:无线电频率是人类共享的有限自然资源,具有稀缺性,归国家所有,它是关系国民经济和社会可持续发展的重要战略资源。无线电频谱管理与监测的主要任务就是科学管理各类无线电台站,为各类无线电业务的正常开展保驾护航;合理规划和分配无线电频率资源,协调管理无线电频谱的工作,这不仅对于国家安全起到保障作用,对于人民的生命财产安全也可谓是意义重大。随着人类社会科学技术的飞速发展和社会经济发展水平的持续提升,移动无线电通信也日益普及,新的无线电应用也飞速增长,电磁环境更加复杂,频谱资源供需矛盾越来越突出,给空中电波秩序带来巨大挑战,加上设台单位操作不尽规范和一些非法无线电台的使用,导致无线电干扰时有出现,给民航、高铁、广播电视等行业正常运营造成了不同程度的影响。长期以来,各级无线电管理机构和工作人员认真履行职责,科学规划频率资源和有效分配频率资源,加强台站管理、合理地审批台站,加大监测力度和加强干扰查处力度,为维护空中电波秩序、维护国家主权、信息安全作出了积极贡献,促进了无线电事业的持续协调发展。多年来,甘肃省无线电技术部门在台站设置电磁环境测试、无线电干扰查处中做了大量卓有成效的工作,积累了大量无线电监测、检测数据。目前这些数据存储较为分散,数据不集中、查询不方便、安全性差、利用率低等缺点,如何通过科学管理,提高数据利用率;如何通过对数据的综合分析处理、深度挖掘利用,科学合理进行站台布局;如何为无线电干扰的预防排查提供决策依据和技术支持,是摆在我们面前亟待解决的问题。基于MapX的电视台无线电监测系统是一个高效、稳定的自动化的系统,解决了我省重点区域的无线电监测覆盖问题。有效解决了广播电视台站大量无线电监测、检测数据管理问题,实现数据的集中统一管理和安全有效备份,通过灵活的条件查询及直观的地理信息系统快速搜索定位出所需要的数据,大大提高数据利用率;通过软件系统对台站数据进行航路沿线、互调计算、覆盖范围等电磁兼容性深度挖掘分析,得出科学合理布局无线电台站、预防和排查无线电干扰所需的理论依据。本系统的创新点在于,第一、集合程序开发、数据库、地理信息等多种信息技术手段于一体,应用于无线电监测检测数据的分析处理;第二、基于MapX进行无线电航路台站分析、互调计算分析、覆盖范围分析,开创了传统理论研究的新方法。将对加强我省广播电视频率台站管理,提高工作水平和效率,维护空中电波秩序起到极大的促进作用。
[Abstract]:The radio frequency is limited natural resources shared by mankind, with scarcity, owned by the state, it is an important strategic resource for national economic and social sustainable development. The main task of the radio spectrum management and monitoring is the scientific management of various radio stations, to carry out normal escort for various types of radio services; rational planning and allocation of radio frequency resources, coordination and management of the radio spectrum, this not only to play a role in safeguarding national security, for people's life and property safety is of great significance. With the continuous improvement of human society, the rapid development of science and technology and the level of social economic development, the growing popularity of mobile radio communication, radio new application is also growing rapidly and more complex electromagnetic environment, the spectrum resources supply and demand more and more prominent, brought huge challenges to the airwaves order, plus The use of units operation to be standardized and some illegal radio stations, cause radio interference occurs, for civil aviation, high-speed rail, radio and television industries such as normal operation effects. For a long time, all levels of radio management agencies and staff conscientiously perform their duties, scientific and effective allocation of resources and frequency frequency resource planning and strengthen the station management, reasonable examination stations, increase monitoring efforts and strengthen efforts to investigate the interference, in order to maintain order in the air, to safeguard national sovereignty, to make a positive contribution to information security, promote the sustainable development of the radio industry. Over the years, Gansu Province Radio Technology Department set up the EMC test in the station, radio interference investigation do a lot of very fruitful work, accumulated a large number of radio monitoring, detection data. The data storage is more dispersed, data set In the query is not convenient, poor safety, low utilization ratio, through scientific management, improve the utilization rate of the data; how to through the comprehensive analysis of the data, the use of the depth of excavation, scientific and rational platform layout; how to prevent the radio interference investigation provides a decision-making basis and technical support, is placed in front of us the problem to be solved. Television radio monitoring system based on MapX is an efficient and stable system automation, solve the radio monitoring in key areas of our province covering problems. To effectively solve the radio and television stations the number of radio monitoring, detection data management, centralized management and data backup is safe and effective, fast search through a flexible query and geographic information system directly locate the required data, greatly improve the utilization rate of the data; the software system of station data Along the route, intermodulation calculation, coverage of electromagnetic compatibility analysis of the depth of excavation, the rational layout of the radio station, the theoretical basis for the prevention and investigation of radio interference. This is the innovation of the system, first, a set of program development, database, geographic information and other information technology integration, analysis applied in treatment the radio monitoring data; second, MapX radio stations based on the analysis of the route, intermodulation analysis, coverage analysis, and created a new method of traditional theoretical research. To strengthen our province broadcasting TV frequency station management, improve work efficiency and level, to maintain the order in the air play a great role in promoting.
