【摘要】:随着中国城镇化建设步伐的加快、城市居民对环境水平要求的提高,工业企业集聚化、园区化是当前发展的大趋势。工业园区作为生产型企业的聚集区,对推动国家以及地方经济发展起着至关重要的作用,但同时也成为了大量水污染物集中排放的污染源。目前,我国对工业园区生态化发展的标准还较为粗略,工业园区环境管理水平参差不齐,园区管理缺乏科学完整的水资源利用与污染控制的方案,这些都是园区发展面临的重要而紧迫的问题。 通过对我国工业园区发展的历程、现状、相关政策标准等情况进行分析可以发现:工业园区生态化建设是大势所趋,工业园区在水资源利用与污染控制方面的管理具有优势,可以利用园区中工业企业集中的特点开展园区层面的中水回用与提标改造;实务政策对生态工业园区水资源与污染控制的约束,以强度指标为主,园区内产业结构是影响工业园区排放强度的关键因素,但目前的生态工业园区标准并没有考虑这一因素。鉴于以上问题,,本文对工业园区的水循环物质流进行分析,识别了工业园区水循环中各项关键指标与生态工业园标准之间的联系,并利用多元回归分析的方法确定了工业园区水循环与污染控制强度影响因子。利用该影响因子,可计算出基于目标园区产业结构的生态工业园区水循环与污染控制强度基准,为园区生态化发展标准的制定提供参考。 进而,本文确定了工业园区水资源利用与污染控制的三种基本管理工具,包括建设与改造污水处理厂、园区中水回用和企业清洁生产改造,并划分了执行这些管理工具的主体和管理责任的层级。结合生态工业园区标准、水资源利用和污染物排放总量、工业园区水循环与污染控制基准等约束条件,本文分析了各管理工具在水资源利用、水污染控制、园区管理部门投资方面的影响,构建了工业园区水资源利用与污染控制管理框架,并提出使用水夹点分析、多目标可视化分析等方法制定后续管理方案。 基于上述研究,本文对山东某经济开发区进行了实证分析,制定了该园区近期(2015年)与中远期(2020年)的水资源利用与污染控制管理方案。方案确定该园区近期宜采用40%的中水回用率并要求企业COD排放强度在基准年(2011年)的基础上削减30%,中远期宜采用60%的中水回用率和40%的COD排放强度削减率。
[Abstract]:With the acceleration of the pace of urbanization in China, the improvement of the requirements of urban residents to the environmental level, the agglomeration of industrial enterprises, park is the main trend of the current development. It plays an important role in promoting national and local economic development, but it has also become the pollution source of a large number of concentrated water pollutants. At present, the standard of ecological development of industrial parks in China is still relatively rough. The level of environmental management in industrial parks is uneven, and the management of industrial parks lacks scientific and complete water resources utilization and pollution control schemes. These are important and urgent problems facing the development of industrial parks. Through the development of industrial parks in China, the status quo, relevant policy standards and other situations can be found: the ecological construction of industrial parks is the trend of the times. The industrial park has advantages in the management of water resources utilization and pollution control. It can use the characteristics of industrial enterprises concentration in the park to carry out the reclaimed water reuse and standard upgrading at the park level. The restriction of practical policy on water resources and pollution control in EIP is based on the intensity index. The industrial structure is the key factor to affect the emission intensity of EIP. However, the current eco-industrial park standards do not take this factor into account. In view of the above problems, this paper analyzes the water cycle material flow in the industrial park. The relationship between the key indicators in the water cycle of the industrial park and the standard of the eco-industrial park is identified. The influence factors of water circulation and pollution control intensity in industrial park were determined by multivariate regression analysis. The water cycle and pollution control intensity standard of eco-industrial park based on the industrial structure of the target park can be calculated, which provides a reference for the formulation of ecological development standard of the park. Furthermore, three basic management tools for water resources utilization and pollution control in industrial parks are identified, including the construction and transformation of wastewater treatment plants, the reuse of water in the park and the clean production transformation of enterprises. And divided into the main body of implementing these management tools and the level of management responsibility, combined with EIP standards, water resources utilization and total pollutant emissions, industrial park water cycle and pollution control criteria and other constraints. This paper analyzes the influence of various management tools on water resources utilization, water pollution control and investment of the management department of the park, constructs the management framework of water resources utilization and pollution control in industrial parks, and puts forward the analysis of using water pinch points. Multi-objective visual analysis and other methods to establish a follow-up management scheme. Based on the above research, this paper makes an empirical analysis of an economic development zone in Shandong Province. The near term (2015) and the medium and long term (2020) of the park have been developed. Plan for water resources utilization and pollution control management. The scheme determines that the park should adopt a reclaimed water reuse rate of 40% in the near future and requires enterprises to reduce their COD emission intensity by 30% on the basis of the base year (2011). In the medium and long term, 60% reclaimed water reuse rate and 40% COD emission intensity reduction rate should be adopted.
