【摘要】：现行水资源管理法律规范中虽然存在用途管制的相关内容,但可操作性较弱,尤其是无法应对新形势下水资源用途管制制度发展的需要。围绕最严格水资源管理制度的建设,首先应明确我国水资源用途管制的发展路径。在此基础上,逐步建立起以规划为核心的水资源用途确认机制、水资源分类用途管制机制、水资源用途变更监管机制、河湖水域及岸线的空间保护机制、水资源用途监测与监督机制等制度体系,实现水资源的高效、可持续利用。
[Abstract]:The related content of current water resources management law although there are control purposes, but operability is weak, especially to deal with the new situation requires the development of water resources use control system. Construction of the most stringent water management system, should first clear development path control of water resources use in our country. On this basis, gradually establish water resources use planning as the core of the confirmation mechanism, classification of water resources use control mechanism, the change of water use regulation mechanism, space protection mechanism of rivers and lakes and shoreline, system of water resources use monitoring and supervision mechanism system, realize the sustainable utilization of water resources efficiently.
