水资源费及其标准测算

【摘要】：分析了可持续发展水价理论的内涵及主要组成,重点分析了水资源费确定的理论基础——资源成本及其构成。从天然水资源价格、水资源前期投入与宏观管理费用分析入手,分析了水资源费标准确定的方法,并以北京市为例计算了北京市供水资源成本,初步确定了不同水源、不同用水户水资源费标准,为北京市落实水资源费征收管理办法奠定了基础。该成果可为我国水资源成本的计算与水资源费标准的确定提供一种有效方法。
[Abstract]:This paper analyzes the connotation and main composition of the water price theory of sustainable development, and emphatically analyzes the theoretical basis of water resources cost determination-resource cost and its composition. The paper begins with the analysis of the price of natural water resources, the pre-investment of water resources and the macro-management cost. This paper analyzes on the method of determining water resources fee standard, calculates the cost of water supply resources in Beijing by taking Beijing as an example, and preliminarily determines the standard of water resources fee for different water sources and households. The results can provide an effective method for the calculation of water resources cost and the determination of water resources cost standard in Beijing.
