基于甘肃省主体功能区划的可利用土地资源评价研究

【摘要】:我国“十一五”规划纲要首次明确提出,“根据资源环境承载能力、现有开发密度和发展潜力,统筹考虑未来我国人口分布、经济布局、国土利用和城镇化格局,将国土空间划分为优化开发、重点开发、限制开发和禁止开发四类主体功能区。”[1]主体功能区划作为未来引导和约束我国未来人口分布、经济布局、国土利用和城镇化格局的总体方案,将对我国规范空间开发秩序产生深远和实质的影响[2]。 本文主要研究主体功能区划过程中可利用土地资源评价结果的指导作用,可利用土地资源的数量及质量分布状况都反应着该地区土地的可利用潜力、环境承载能力、现状开发程度。将评价结果作为甘肃省主体功能区划分的一项指导因素,以达到最优利用土地的目的。论文主要研究成果如下: (1)评价研究结果。陇东黄土高原区可利用土地资源总面积423651.448hm2,主要分布在庆阳市的环县、庆城县、镇原县和平凉市的灵台县。陇中黄土丘陵区,本区可利用土地资源面积1125231.431hm2,占全省总量的15.33%。其主要分布在靖远县、景泰县、会宁县、永登县、皋兰县。陇南山地区可利用土地资源面积374959.430hm2,相对全省总量较小,位居五区第四。主要分布在天水市的秦州区、麦积区、秦安县和陇南市的成县。甘南高原区可利用土地资源面积16943.080hm2,占全省的比重为0.29%,在全省五区中,总量最少。主要分布在碌曲县、玛曲县和夏河县。河西走廊区可利用土地资源面积1942003.627hm2,总量最大,主要分布在酒泉市的玉门市、肃州区、肃北县和张掖市的高台县、甘州区。河西地区人均可利用土地资源总量最大,为0.403hm2/人。根据可利用土地资源丰度评级将甘肃省87个县区的可利用土地资源分为极丰富、丰富、较丰富、缺乏、极缺乏五级。 (2)评价结果的指导作用。将可利用土地资源丰富区域确定为重点开发区域,可以有针对性地适当扩大建设用地供给。一般丰富区域严控建设用地增量、盘活存量。对可利用土地资源缺乏型区域要加强宣传教育,增强土地保护意识。 (3)不同功能区的土地利用措施。对禁止开发区域实行严格的土地用途管制,严禁生态用地改变用途;加强限制开发区域的土地用途管制,控制土地用途的转换,加快建立生态补偿机制[3],对开发利用的土地征收适当的资源税,促进形成规范的财政转移支付,以实现人地关系的和谐;重点开发区域要适当扩大建设用地供给,,积极开展土地开发、整理、复垦,加强耕地保护,加强建设用地管理[4];优化开发区的土地开发利用要集约节约利用土地,科学制定和实施土地利用规划,严格实施建设项目定额标准,控制建设增量用地,大力推进内部挖潜,盘活存量用地,充分发挥市场机制对土地资源的基础性配置作用[5],开源节流,合理配置各类用地。
[Abstract]:According to the carrying capacity of resources and environment, the current development density and development potential, the future population distribution, economic distribution, land use and urbanization pattern of our country should be considered as a whole. The land and space are divided into four main functional areas, namely, optimized development, key development, restricted development and prohibition of development. "[1] the main functional regionalization will guide and constrain the future population distribution and economic distribution of our country," he said. The overall plan of land use and urbanization will have a profound and substantial impact on the order of space development in China. This paper mainly studies the guiding role of the evaluation results of available land resources in the process of main function regionalization. The quantity and quality distribution of available land resources reflect the potential of land utilization and the carrying capacity of environment in this area. The evaluation results are regarded as a guiding factor in the division of the main functional areas of Gansu Province in order to achieve the purpose of optimal land use. The main research results of this paper are as follows:. The total area of land resources available in Longdong Loess Plateau is 423651.448hm2.It is mainly distributed in Huan County, Qingcheng County, Zhenyuan County and Lingtai County of Pingliang City. The area of land resources available in this district is 1125231.431hm2.It accounts for 15.33hm2.It is mainly distributed in Jingyuan County, Jingtai County, Huining County, Yongdeng County and Gaolan County. The usable land resources area in Longnan Mountain area is 374959.430hm2, which is relatively small compared with the total amount of the whole province. It is mainly distributed in Qinzhou District, Maiji District, Qinan County and Cheng County of Longnan City in Tianshui City. The area of available land resources in Gannan Plateau area is 16943.080 hm2.It accounts for 0.29% of the whole province. The total amount is the least. It is mainly distributed in Luqu County, Maqu County and Xiahe County. The area of available land resources in Hexi Corridor area is 1943 / 627hm2.The total amount is the largest, mainly distributed in Yumen, Suzhou, Subei and Gaotai counties of Jiuquan. The total amount of available land resources per capita in Hexi area is the largest, which is 0.403hm2 / person. According to the available land resources abundance rating, the available land resources of 87 counties and districts in Gansu Province are divided into extremely rich, rich, rich, lacking and lacking five grades. (2) the guiding role of the evaluation results. The region with abundant land resources can be determined as the key development area, and the supply of construction land can be expanded appropriately and pertinently. Generally, the rich area strictly controls the increment of construction land, Invigorate the stock. Strengthen the propaganda and education to the area of land resources deficiency and strengthen the consciousness of land protection. (3) Land use measures in different functional areas. Strict land use control is imposed on areas prohibited from development, and ecological land use change is strictly prohibited; land use control in development areas is strengthened to control the conversion of land use. Accelerate the establishment of ecological compensation mechanism [3], impose appropriate resource tax on the land developed and utilized, and promote the formation of standardized financial transfer payments in order to achieve harmony between man and land; the key development areas should appropriately expand the supply of construction land, Actively carrying out land development, consolidation, reclamation, strengthening the protection of cultivated land, and strengthening the management of construction land [4]; to optimize the development and utilization of land in development zones, it is necessary to intensively economize the use of land, and scientifically formulate and implement land use planning, Strictly implement the quota standard of construction projects, control the incremental land use, vigorously promote the internal tapping of potential, activate the stock land, give full play to the role of the market mechanism in the basic allocation of land resources [5], open up sources of income and cut down expenditure, and allocate all kinds of land reasonably.
