生态环境质量约束条件下能源资源性产品定价机制研究

【摘要】：能源资源是国民经济正常运行的物质基础,生态环境是人类生产和生活的前提条件。当前节约能源和保护环境已成世界各国可持续发展面临的两个重要问题。由于能源资源中的煤炭、石油、天然气等都是化石能源,其在生产和使用过程中产生的废物是造成生态破坏和环境污染的主要推手;所以节约能源其实就意味着减少污染物的排放,而减少污染物的排放就意味着保护环境。而能源资源被大量消耗的主要原因是能源资源被无价或低价开采和使用,能源资源的价值没有被真实衡量造成的,因此科学、客观、准确地进行能源资源定价对于解决节约能源和保护环境两个问题具有重要的理论意义和现实意义。本文从能源资源定价机制的维度出发,主要致力能源资源定价以下几个方面问题的研究：第一,通过对能源资源性产品定价机制问题的理论体系进行梳理和系统研究,在此基础上总结能源资源性产品定价机制理论研究的总体特征,结合能源资源自身的特点和可持续发展的要求,提出生态环境质量约束的能源资源性产品定价机制。第二,生态环境质量约束条件下能源资源性产品定价机制的构建研究。从理论上讲,生态环境质量约束的能源资源性产品定价机制是由三个模块构成的有机体系,这三个模块分别是定价理论模块、定价模型模块和定价方法模块；其中定价理论模块中主要阐述定价理论基础的基本思想,定价模型模块是对定价理论模块的数学描述,定价方法模块是为定价模型模块提供技术支持。第三,对生态环境质量约束条件下能源资源性产品定价机制基于的综合定价理论,即生态经济价值论、可持续发展理论、环境承载力理论、国民经济核算体系、供求价值论等的基本思想进行阐述；为生态环境质量约束条件下能源资源性产品定价模型的推导和建立提供理论基础。第四,以定价理论和假设条件为前提,运用演绎的方法推理和构建生态环境质量约束条件下能源资源性产品定价模型。生态环境质量约束条件下能源资源性产品定价模型主要包括四个子模型,分别是生态环境质量约束的能源资源性产品供给模型、生产模型、需求模型、供需模型等。第五,运用生态环境质量约束条件下能源资源性产品定价模型以甘肃省为实证分析和经验检验对象,对甘肃省生态环境质量测算及其特征分析的基础上,测算甘肃省静态和动态生态环境质量约束条件下能源资源性产品的价格,并与当期能源资源的实际价格进行比较,同时分析和总结甘肃省静态和动态环境质量约束条件下能源资源性产品价格的变化特征和变化规律。
[Abstract]:Energy resources are the material basis for the normal operation of the national economy. Ecological environment is a prerequisite for human production and life. Energy conservation and environmental protection have become two important problems facing the sustainable development of all countries in the world. Since coal, oil and natural gas in energy resources are all fossil energy, Waste generated during production and use is a major driver of ecological damage and environmental pollution; therefore, energy conservation actually means reducing emissions of pollutants, And reducing the emission of pollutants means protecting the environment. The main reason for the heavy consumption of energy resources is that energy resources are exploited and used at a priceless or low price, and the value of energy resources is not really measured, so it is scientific and objective. Accurate pricing of energy resources is of great theoretical and practical significance in solving the problems of energy conservation and environmental protection. Focusing on the following aspects of energy resource pricing:. First, by combing and studying the theoretical system of pricing mechanism of energy resource products, this paper summarizes the general characteristics of pricing mechanism of energy resources products. According to the characteristics of energy resources and the requirements of sustainable development, the pricing mechanism of energy resources products with the restriction of ecological environment quality is put forward. Secondly, the study on the construction of pricing mechanism of energy resource product under the condition of ecological environment quality constraint. Theoretically speaking, the pricing mechanism of energy resource product with ecological environment quality constraint is an organic system composed of three modules. The three modules are the pricing theory module, the pricing model module and the pricing method module respectively, in which the pricing theory module mainly elaborates the basic idea of the pricing theory foundation, the pricing model module is the mathematical description to the pricing theory module, The pricing method module provides technical support for the pricing model module. Third, the comprehensive pricing theory based on the pricing mechanism of energy resources products under the condition of ecological environmental quality, namely ecological economic value theory, sustainable development theory, environmental carrying capacity theory, national economic accounting system, The basic idea of the theory of supply and demand value is expounded, which provides the theoretical basis for the derivation and establishment of the pricing model of energy resource products under the condition of the quality of ecological environment. 4th, based on pricing theory and assumptions, Deductive method is used to infer and construct the pricing model of energy resource product under the condition of ecological environment quality constraint. The pricing model of energy resource product under the condition of ecological environment quality constraint mainly includes four sub-models. The energy resource product supply model, production model, demand model, supply and demand model and so on. In 5th, using the pricing model of energy resource products under the condition of ecological environment quality restriction, taking Gansu Province as the empirical analysis and empirical examination object, the paper analyzes the ecological environment quality of Gansu Province and its characteristics. The price of energy resource products under the condition of static and dynamic ecological environment quality constraints in Gansu Province is calculated and compared with the actual price of energy resources in the current period. At the same time, the change characteristics and law of energy resource product price under static and dynamic environmental quality constraints in Gansu province are analyzed and summarized.
