基于WPI模型的重庆市水资源安全研究初探

【摘要】:水资源是保障人类生存和发展的“生命之源”,水资源安全是国家经济安全的战略性基础。进入21世纪以来,全球快速发展的经济在不断加大对水资源的需求的同时,水资源短缺、水污染问题严重、水环境质量遭到破坏如水土流失问题凸显、水资源浪费现象普遍、用水管理制度的不健全等使得水资源成为人类面临的全球性最重要的问题之一。联合国秘书长潘基文在2007年强调指出“未来水资源的短缺问题可能会成为国际中各个国家之间发动战争的一大诱因……,这种水资源危机在亚洲国家可能会表现的尤为突出。”2009年,瑞士达沃斯世界经济年会的报告又提出全球正在面临着“水资源破产”危机。联合国教科文将各个国家研究水科学估算确保水资源安全提上了日程。 本文选取水资源安全研究为主要的内容。围绕“水资源安全评价”这个主题,以研究区域水资源现状为出发点,引入WPI模型,,对重庆市水资源安全进行了研究与探讨。本文的主要内容包括: (1)阐述了研究重庆市水资源安全的背景与意义、国内外对水资源安全的研究现状。 (2)通过对前人研究的总结和借鉴,分析目前重庆市水资源安全的现状和问题所在。 (3)依据水资源贫困(WPI)进行研究,通过从资源状况、供水设施、利用能力、使用效率和环境影响五个方面建立水资源安全的评价指标体系,以2000~2012年的数据统计为基础,采用均衡法和模糊综合法对重庆市水资源安全进行评价并进行比较。 (4)对水资源今后的发展和保护提出意见和建议,旨在为实现水资源安全的可持续管理提供可借鉴之处。 (5)最后对全文进行总结和讨论。
[Abstract]:Water resources are the "source of life" to ensure the survival and development of human beings, and water resources security is the strategic foundation of national economic security. Since 21th century, the rapid development of the global economy has been increasing the demand for water resources at the same time. Water resources are short, water pollution is serious, water environment quality is destroyed, if soil and water loss problem is prominent, water resources waste phenomenon is widespread. Inadequate water management systems make water resources one of the most important global problems facing mankind. Un Secretary General Ban Ki-moon stressed on 2007 that "the future shortage of water resources may become an international problem." A major cause of war between countries..., this water crisis is likely to be particularly acute in Asian countries. "in 2009, The report of the World Economic Conference in Davos, Switzerland, also suggested that the world is facing a "water bankruptcy" crisis. UNESCO has put water scientific estimates in various countries on the agenda to ensure water security. This paper selects the research of water resources security as the main content. Focusing on the theme of "water resources security evaluation", this paper introduces the WPI model to study the current situation of regional water resources. The water resources security in Chongqing is studied and discussed. The main contents of this paper are as follows:. The background and significance of the research on water resources security in Chongqing and the present situation of water resources security research at home and abroad are expounded. 2) the present situation and problems of water resources security in Chongqing are analyzed by summarizing and drawing lessons from previous studies. According to the water resources poverty (WPI), the evaluation index system of water resources safety is established from five aspects: resource status, water supply facilities, utilization capacity, utilization efficiency and environmental impact, based on the data statistics from 2000 to 2012. The balance method and fuzzy synthesis method are used to evaluate and compare the water resources safety in Chongqing. 4) suggestions and suggestions on the future development and protection of water resources are put forward in order to provide reference for the sustainable management of water resources security. Finally, the full text is summarized and discussed.
