基于多指标体系的临安市土地资源承载力综合评价研究

【摘要】:土地资源是人类赖以生存的自然资源和物质基础,同时也是区域社会经济建设和发展最基本的需求保障。但是,土地资源的承载能力在一定的空间和时间范围内是有限的。近年来,随着临安市城市化和工业化进程的加速,人口日益增多,建设用地需求量剧增,有限的土地供给和无限的建设用地需求之间的矛盾十分突出。再加上城市扩张过程中交通、能源、水利、环保等基础设施用地需求量加大,建设需求呈现快速增长趋势,造成区域范围内人地矛盾的日益加剧。因此,从土地资源的可持续利用角度出发,评价目前临安市土地资源承载力状况十分必要。 本文在总结国内外相关理论和方法的基础上,结合临安市自身的区域特点,构建临安市土地资源承载力评价的指标体系。该体系结构是从生态环境承载、社会承载、经济承载三个支撑子系统出发,选取了22个评价指标,运用极差变换法、均方差决策法和变异系数法以及综合计算法对临安市2005-2012年土地资源承载力的动态变化情况进行了评价研究。研究结果表明:(1)从综合承载力上来看,临安市土地资源承载力从2005到2012年有很大提高,总体趋势上虽然呈曲折上升,但增长速度较快,综合承载力不断提高。生态环境、社会和经济三个子系统的承载能力也有较大程度的提高,其中生态环境承载力的不断提升对于提高临安市土地综合承载力的贡献最大;(2)从系统内部来看,各支撑子系统间协调程度不一。其中生态环境承载能力增长较快,增长幅度最大,超过社会承载和经济承载,与生态环境承载相适应的社会和经济的承载水平有待进一步提高;(3)土地综合承载力的高低主要取决于两大因素:一是各承载子系统的自身状况;二是各子系统之间的协调程度。最后根据以上结论,本文从加强生态环境保护、加快经济发展和政策引导等方面提出了提高临安市土地综合承载力的建议。
[Abstract]:Land resources are not only the natural resources and material foundation on which human beings depend for survival, but also the most basic demand guarantee for the construction and development of regional society and economy. The carrying capacity of land resources is limited in a certain space and time. In recent years, with the acceleration of urbanization and industrialization in Linan City, the population is increasing day by day, and the demand for construction land is increasing sharply. The contradiction between the limited land supply and the unlimited demand for construction land is very prominent. In addition, during the process of urban expansion, the demand for land for infrastructure such as transportation, energy, water conservancy and environmental protection has increased, and the demand for construction has shown a rapid growth trend. Therefore, it is necessary to evaluate the carrying capacity of land resources in Linan from the perspective of sustainable utilization of land resources. On the basis of summarizing the relevant theories and methods at home and abroad and combining the regional characteristics of Linan City, this paper constructs an index system for evaluating the carrying capacity of land resources in Linan City. Starting from the three supporting subsystems of economic carrying capacity, 22 evaluation indexes are selected, and the range transformation method is used. The dynamic change of land resources carrying capacity in Linan City from 2005 to 2012 was evaluated by means of mean-variance decision making method, coefficient of variation method and comprehensive calculation method. The results show that: 1) from the perspective of comprehensive bearing capacity, From 2005 to 2012, the carrying capacity of land resources in Linan City has been greatly improved. Although the overall trend is twists and turns, the growth rate is relatively fast, and the comprehensive carrying capacity is constantly improving. The bearing capacity of the three subsystems of society and economy has also been greatly improved, among which the continuous improvement of the ecological environment carrying capacity has the greatest contribution to the improvement of the comprehensive bearing capacity of the land in Lin'an.) from the point of view of the internal system, The degree of coordination among the supporting subsystems is different. Among them, the carrying capacity of the ecological environment has increased rapidly, with the largest growth range, which exceeds the social and economic carrying capacity. The level of social and economic bearing capacity corresponding to ecological environment should be further improved. (3) the comprehensive bearing capacity of land depends mainly on two factors: first, the condition of each bearing subsystem; Finally, according to the above conclusions, this paper puts forward some suggestions to improve the comprehensive carrying capacity of land in Linan from the aspects of strengthening ecological environment protection, speeding up economic development and policy guidance.
