鄂尔多斯市水资源可持续利用规划的关键问题

【摘要】：以鄂尔多斯市为典型地区,指出了目前存在的水资源短缺、开发利用潜力不大、利用效率不高、供用水结构不合理、水资源高效利用管理机制尚未形成等问题,以提高水资源支撑和保障能力、实现区域水资源可持续利用和经济社会协调发展为目标,对变化环境下水资源评价、水资源与国民经济的互动关系、可持续的需水量预测、水资源系统优化及三次供需分析、水资源调控策略等方面进行了研究,介绍了取得的径流变化成因、水资源量评价、深层地下水可持续开采量、区域水资源管理制度和政策等主要研究成果。
[Abstract]:Taking Ordos city as the typical area, the paper points out the problems of water resources shortage, small potential of exploitation and utilization, low efficiency of utilization, unreasonable structure of water supply and use, and the mechanism of efficient utilization and management of water resources, etc. In order to improve the ability of water resources support and guarantee, to realize the sustainable utilization of regional water resources and the coordinated development of economy and society, the evaluation of water resources under the changing environment, the interaction between water resources and national economy, and the prediction of sustainable water demand are discussed. The optimization of water resources system, the analysis of supply and demand of three times, the control strategy of water resources and so on are studied. The causes of runoff variation, the quantity evaluation of water resources and the sustainable exploitation of deep groundwater are introduced. Regional water resources management system and policy and other major research results.
