内蒙古金融生态与资源利用方式转变的关系研究

【摘要】：内蒙古依托资源产业，经济发展迅速，但背后是惨重的生态环境代价。资源的极大浪费，环境污染日益严重，温室气体排放量大，我国多地雾霾天气严重，不仅使生态环境遭到严重破坏，威胁着人类的健康和生存发展，而且使资源优势带动经济增长的作用也越来越弱，需要加快资源利用方式转变的速度，才能提高资源的综合利用效率，促进经济转型发展，减轻环境压力，建设生态文明。而转变资源利用方式的动力，一方面来自于人力资本和科技创新的内在动力，另一方面来自于市场需求、政府管制引导、企业竞争的外在动力。通过建设良好的金融生态，将为人力资本的培养和科技创新提供资金保障，并降低技术创新的风险，从市场、政府、企业、法制等方面产生外部效应，以此驱动资源利用方式的转变。反过来，资源利用方式的转变又会对金融生态产生反作用，促进金融生态的优化。本文以内蒙古金融生态与资源利用方式转变之间的相互关系为主线，首先界定金融生态、绿色金融、资源利用方式的概念，然后通过梳理国内外金融生态、资源利用方式转变及两者关系的研究动态，分析金融生态的相关理论基础、构成要素和资源利用方式转变的动力,并对内蒙古的现状进行分析，从中发现存在经济基础较差、金融发展落后、政府职能错位、法制不健全的问题。其次，论述了金融生态与资源利用方式转变之间的作用与反作用关系：金融生态通过增加需求、提供经济基础、提高金融业能力、优化外部环境推动了绿色金融的发展，进而引导了资金的流向，打通了资金流通渠道，降低了风险，并产生外部效应，，形成了资源利用方式转变的动力，驱动资源利用方式的转变。反过来，资源利用方式的转变又加快经济发展、推动金融业发展、转变政府职能、改善法制环境，金融生态得到进一步优化，形成相互促进的良性循环。再次，从经济基础、金融发展水平、政府行为、法制环境四个方面构建内蒙古金融生态评价指标体系并计算得分，然后进行协整检验和格兰杰因果关系检验，得出内蒙古金融生态与资源利用方式转变之间存在长期的均衡关系，但这四个因素均不是资源利用方式转变的格兰杰原因。最后提出内蒙古优化金融生态促进资源利用方式转变的对策建议。
[Abstract]:Relying on resource industry, Inner Mongolia's economy has developed rapidly, but behind it is a heavy ecological and environmental cost. The great waste of resources, the increasingly serious environmental pollution, the large amount of greenhouse gas emissions, and the severe haze weather in many places in China. Not only has the ecological environment been seriously damaged, threatening the health and survival and development of mankind, but also the role of resource advantages in driving economic growth is becoming weaker and weaker. It is necessary to speed up the transformation of the mode of utilization of resources. In order to improve the efficiency of comprehensive utilization of resources, to promote economic transformation and development, to alleviate environmental pressure, and to build ecological civilization. On the one hand, the motive force of changing the mode of utilization of resources comes from the inherent power of human capital and scientific and technological innovation. On the other hand, it comes from the demand of the market, the guidance of government regulation, the external motive force of enterprise competition. Through the construction of good financial ecology, it will provide financial guarantee for the cultivation of human capital and scientific and technological innovation, and reduce the risk of technological innovation from the market. Government, enterprise, legal system and other aspects have external effects, which will drive the transformation of resource utilization mode. In turn, the change of resource utilization mode will have a negative effect on financial ecology and promote the optimization of financial ecology. Based on the relationship between financial ecology and resource utilization mode transformation in Inner Mongolia, this paper first defines the concepts of financial ecology, green finance and resource utilization mode, and then combs the financial ecology at home and abroad. The research trends of the transformation of resource utilization mode and their relationship, the analysis of the relevant theoretical basis of financial ecology, the elements of composition and the motive force of the transformation of resource utilization mode, and the analysis of the present situation of Inner Mongolia show that there is a poor economic base. The problems of backward development of finance, dislocation of government function and imperfect legal system are discussed. Secondly, the relationship between financial ecology and the transformation of resource utilization mode is discussed: financial ecology provides economic base by increasing demand, Improving the ability of the financial industry, optimizing the external environment has promoted the development of green finance, and then has guided the flow of funds, opened the channel of capital circulation, reduced the risk, and produced the external effect, which has formed the motive force of the transformation of the mode of resource utilization. In turn, the transformation of the mode of resource utilization speeds up economic development, promotes the development of the financial industry, transforms the functions of the government, improves the legal environment, and further optimizes the financial ecology. Thirdly, from the four aspects of economic base, financial development level, government behavior, legal environment, build Inner Mongolia financial ecological evaluation index system and calculate the score. Then the co-integration test and Granger causality test are carried out, and it is concluded that there is a long-term equilibrium relationship between the financial ecology and the transformation of resource utilization mode in Inner Mongolia. However, these four factors are not the Granger reasons for the change of resource utilization mode. Finally, the countermeasures and suggestions on optimizing financial ecology and promoting resource utilization mode in Inner Mongolia are put forward.
