山东省资源节约型农业生产体系障碍因素研究

【摘要】：山东省在农业发展过程中，越来越受到农业资源尤其是水和土地的限制。因此为了确保农业的快速持续发展，在山东省建设资源节约型农业势在必行。当下，建设资源节约型社会是国家的重要战略方针，资源节约型农业作为其重要组成部分，具有现实迫切性，应提高重视。本文以资源节约型农业内涵为切入点，分析了山东省节水、节地、节能几类资源节约型农业模式的实践情况，通过对资源节约型农业发展的障碍因素进行分类，分析了山东省构建资源节约型农业生产体系面临的障碍因素。针对山东省在构建资源节约型农业中存在的不足，，就如何建设资源节约型农业生产体系提出对策建议。全文共分为为以下几部分：第一部分是理论部分，介绍了关于资源节约型农业的国内外发展现状、论文的创新点和不足，阐述了资源节约型农业有关的理论，包括资源节约型农业的概念以及与其有关的其它概念，并进行了概念间的辨析。第二部分为山东省资源节约型农业的发展现状，是论文的第三章。该章节列举了节水、节地、节能三种资源节约型农业模式并分析了山东省三种资源节约型农业模式的发展实践与潜力。第三部分为山东省资源节约型农业障碍因素分析，是论文的第四章。该部分从资源节约型农业障碍因素分类入手，总结出农业主体、资源禀赋、技术、制度政策、区域经济发展等五类障碍因素。从五类障碍因素入手，分析山东省发展资源节约型农业生产体系的现实障碍因素。第四部分为研究结论和山东省发展资源节约型农业的政策措施，针对山东省资源节约型农业生产体系构建发展中的障碍因素，理顺山东省在未来构建资源节约型农业生产体系的发展方向，找出影响山东省资源节约型农业发展的因素，从资源禀赋、主体素质、区域经济发展、制度和技术等方面提出构建山东省资源节约型农业的政策措施。提出了加强基础性工作、突出区域农业特色,统筹农业产业布局、加强制度建设、技术创新、进行宣传等措施，以促进山东省资源节约型农业生产体系的发展。
[Abstract]:In the course of agricultural development, Shandong Province is more and more restricted by agricultural resources, especially water and land. Therefore, in order to ensure the rapid and sustainable development of agriculture, it is imperative to construct resource-conserving agriculture in Shandong Province. At present, the construction of resource-saving society is an important strategic policy of the country. As an important part of the resource-conserving agriculture, it is urgent to pay more attention to it. Taking the connotation of resource-conserving agriculture as the starting point, this paper analyzes the practical situation of several resource-saving agricultural models in Shandong Province, such as water saving, land saving and energy saving, and classifies the obstacles to the development of resource-conserving agriculture. The obstacle factors of constructing resource-conserving agricultural production system in Shandong Province are analyzed. In view of the deficiency of constructing resource-conserving agriculture in Shandong Province, this paper puts forward some countermeasures and suggestions on how to construct resource-conserving agricultural production system. The full text is divided into the following parts: The first part is the theory part, which introduces the domestic and international development of resource-saving agriculture, the innovation points and deficiencies of the paper, and expounds the related theories of resource-saving agriculture. It includes the concept of resource-conserving agriculture and other related concepts. The second part is the development status of resource-conserving agriculture in Shandong Province, which is the third chapter of the paper. This chapter enumerates three kinds of resource-conserving agricultural models, which are water saving, land saving and energy saving, and analyzes the development practice and potential of the three resource saving agriculture models in Shandong Province. The third part is the analysis of the obstacle factors of resource-conserving agriculture in Shandong Province, which is the fourth chapter of the paper. This part starts with the classification of resource-conserving agricultural obstacle factors and summarizes five kinds of obstacles such as agricultural main body resource endowment technology institutional policy and regional economic development. Starting with five kinds of obstacle factors, this paper analyzes the realistic obstacle factors of developing resource-conserving agricultural production system in Shandong Province. The fourth part is the conclusion of the research and the policies and measures of developing resource-conserving agriculture in Shandong Province, aiming at the obstacles in the development of the resource-conserving agricultural production system in Shandong Province. In order to straighten out the development direction of Shandong Province in the future to construct the resource-saving agricultural production system, to find out the factors that affect the development of resource-saving agriculture in Shandong Province, from the resource endowment, the main body quality, the regional economic development, The policy and measures of constructing resource-conserving agriculture in Shandong Province are put forward in the aspects of system and technology. In order to promote the development of the resource-saving agricultural production system in Shandong Province, some measures are put forward, such as strengthening the basic work, highlighting the regional agricultural characteristics, coordinating the distribution of agricultural industry, strengthening the system construction, technological innovation and propaganda, etc.
