低丘缓坡土地资源适宜性评价及开发利用研究

【摘要】:自从2011年底,国土资源部启动了低丘缓坡荒滩未利用地开发利用试点工作,之后各地陆续开展了低丘缓坡土地资源开发利用工作。低丘缓坡土地资源的科学合理开发利用,对于有效缓解经济建设用地需求与耕地保护指标之间的矛盾具有重要的现实意义。低丘缓坡资源自身所体现的自然特性导致对其的开发利用是一项复杂的系统工程,它包括了农用地尤其是耕地以及建设用地开发利用,而在开发过程中又会面临各种生态安全的威胁。低丘缓坡土地资源的合理开发利用任重道远,其适宜性是合理开发利用的前提。探索低丘缓坡土地资源多宜性,成为值得研究的重要课题。本文以临川区为例,借助GIS技术,以临川区2014年土地利用变更调查数据、临川区数字高程模型(DEM)、临川区土地利用总体规划数据等为基础,筛选出低丘缓坡土地资源,建立两套评价指标体系分别对耕地适宜性和建设用地适宜性及其适宜程度进行分析评价,从而为临川区耕地占补平衡以及新增建设用地提供数量潜力,并为其空间选址和合理布局提供一定的理论依据。主要结论如下:(1)低丘缓坡土地资源识别。利用GIS技术对临川区低丘缓坡土地资源进行叠加分析,以坡度、高程和土地利用现状为限制条件提取临川区低丘缓坡土地资源,面积为87052.15 hm2,占临川区总面积的40.91%;(2)低丘缓坡土地资源宜耕性评价。建立以土壤性状、地形地貌以及利用现状为准则层,土壤质地、有效土层厚度、有机质含量等为因子层的评价指标体系,评价结果显示高度适宜(M1)、中度适宜(M2)、一般适宜(M3)和不适宜(M4)的低丘缓坡土地资源面积分别为11475.85 hm2、25834.73 hm2、27633.30 hm2和22108.27hm2,占临川区低丘缓坡土地资源的13.18%、29.68%、31.74%和25.40%;(3)低丘缓坡土地资源宜建性评价。建立以自然条件、社会经济以及现状规划为准则层,以高程、坡度、坡向等为因子层的评价指标体系,评价结果显示高度适宜(N1)、中度适宜(N2)、一般适宜(N3)和不适宜(N4)的低丘缓坡土地资源面积分别为6153.51 hm2、16509.32 hm2、35461.01 hm2和28928.31 hm2,占临川区低丘缓坡土地资源的7.07%、18.96%、40.74%以及33.23%;(4)结合临川区自然条件、区域合作形势以及城市发展规划,对宜耕和宜建低丘缓坡土地资源进行综合评价分析,将可开发低丘缓坡土地资源共分为重点开垦区、一般开垦区、重点建设区以及一般建设区,面积分别为21169.53hm2、31707.40 hm2、5285.08 hm2、4194.40 hm2。
[Abstract]:Since the end of 2011, the Ministry of Land and Resources has started the pilot work on the exploitation and utilization of the unused land on the low hill gentle slope wasteland, and since then, the development and utilization of the low hill gentle slope land resources have been carried out one after another. The scientific and rational exploitation and utilization of land resources on low hill and gentle slope is of great practical significance to effectively alleviate the contradiction between the demand for land for economic construction and the index of cultivated land protection. The natural characteristics of low hill gentle slope resources lead to a complex system engineering, which includes agricultural land, especially cultivated land, and construction land development and utilization. And in the process of development will be faced with a variety of threats to ecological security. The reasonable exploitation and utilization of land resources on low hill and gentle slope has a long way to go and its suitability is the premise of reasonable exploitation and utilization. It is an important subject worth studying to explore the suitability of land resources on low hill and gentle slope. Taking Linchuan district as an example, with the help of GIS technology, based on the investigation data of land use change in Linchuan district in 2014, the digital elevation model of Linchuan district and the data of overall land use planning in Linchuan district, the paper screened out the land resources of low hill and gentle slope. Two sets of evaluation index systems were established to analyze and evaluate the suitability and suitability of cultivated land and construction land respectively, so as to provide the quantity potential for the balance of cultivated land occupation and compensation and the new construction land in Linchuan district. And for its space location and reasonable layout to provide a certain theoretical basis. The main conclusions are as follows: 1) identifying the land resources of low hill and gentle slope. The land resources of low hill gentle slope in Linchuan area were analyzed by GIS technology. The land resources of low hill gentle slope in Linchuan area were extracted under the condition of slope, elevation and land use. The area is 87052.15 hm2, which accounts for 40.91% of the total area in Linchuan area. The evaluation index system of soil properties, landforms and utilization status, soil texture, effective soil thickness, organic matter content and so on was established. The results showed that the area of land resources of low hill gentle slope was 11475.85 mm ~ (2) ~ 2 = 25834.73 h ~ (2) 27633.30 hm2 and 22108.27 ~ 2 h ~ (2), which accounted for 13.18 ~ (29.68) ~ 31.74% and 25.40 ~ (3)% of the land resources of low hill slope in Linchuan district. To establish an evaluation index system with natural conditions, social economy and current situation planning as the criterion layer, elevation, slope, slope direction as the factor layer, etc. The evaluation results showed that the land resource areas of low hill gentle slope were 6153.51 hm2 and 28928.31 hm2, which accounted for 7.0718. 96% and 33. 23% of the low hill gentle slope land resources in Linchuan, respectively, and combined with the natural conditions of Linchuan area, the results showed that the land resources of low hill slope were highly suitable for N1P, moderately suitable for N2P, generally suitable for N3) and unsuitable for N4), and the land area of low hill gentle slope was 6153.51 Hm216509.32 Hm235461.01 and 28928.31 hm2, respectively, which accounted for 7.0718. 96% and 33. 23% of the natural conditions of Linchuan district. The situation of regional cooperation and urban development planning, the comprehensive evaluation and analysis of the land resources suitable for cultivation and construction of low hills and gentle slopes, can be divided into key reclamation areas and general reclamation areas.
