东江湖水库型水利风景区水资源保护利用研究

【摘要】：水库型水利风景区属于水利风景区中发展最快、规模最大的景区类型,其核心水利工程景观以及自然山水景观成就了其发展优势。东江湖作为湖南战略水源地以及国家风景名胜区,面临着机遇与挑战共存的局面,水资源不仅是东江湖景区的核心景观资源,而且是缓解湖南省水源危机的重要保障。如何缓解水资源的保护与当地经济发展之间的矛盾以及如何开发利用水资源以发展水体旅游是东江湖水资源保护利用的关键点。本文通过对东江湖水库型水利风景区的资料查阅、实地调研以及相关部门的走访,以生态补偿、水文化以及可持续发展为理论指导,对东江湖水资源的保护与利用进行研究,主要研究结果如下：针对东江湖水土流失严重、矿业污染、旅游污染、航运污染、农业污染、生活排污等水资源保护现状,提出了生态补偿机制的建立,在了解生态补偿机制的基础上,分析当地建立生态补偿的必要性与可行性,从补偿原则、补偿主体、补偿内容以及补偿方式等方面提出东江湖生态补偿机制建立的框架构想,实现景区水资源保护与经济的协调发展。针对东江湖水库型水利风景区的水资源利用形式单一、缺乏文化内涵的现状,提出水文化的角色引入。水体旅游是水资源综合利用的有效方法之一,本文选取水景的营造为东江湖水资源利用的切入点,探讨基于水文化的水资源景观设计方法。通过基于水文化的东江湖水资源景观设计的原则与模式的总结,从水利工程景观设计、水体湖泊景观设计、地域性景观设计以及景观小品设计四个方面入手,探索基于水文化的东江湖水资源景观设计对策。最后,通过黄草镇景区的个案分析,使理论对策落实到具体。
[Abstract]:The reservoir - type water conservancy scenic spot belongs to the most rapid and largest scenic spot type in the water conservancy scenic spot , its core water conservancy project landscape and the natural landscape landscape have achieved its development advantages . The East River is the core landscape resource of the east Jianghu scenic spot and the national scenic spot . The water resources are not only the core landscape resources of the East Jianghu scenic spot , but also the key point to alleviate the water resources crisis in the East . This paper studies the protection and utilization of water resources in the East Jianghu by taking ecological compensation , water culture and sustainable development as the theoretical direction . The main research results are as follows :

In view of the serious water and soil erosion , mining pollution , tourism pollution , shipping pollution , agricultural pollution , domestic sewage pollution and other water resources protection situation , the paper puts forward the establishment of ecological compensation mechanism , analyzes the necessity and feasibility of establishing ecological compensation on the basis of understanding the ecological compensation mechanism , and puts forward the frame conception of ecological compensation mechanism in East China from the aspects of compensation principle , compensation subject , compensation content and compensation mode , and realizes the coordinated development of water resources protection and economy of the scenic spot .

In view of the present situation of water resources utilization form and lack of cultural connotation , this paper discusses the water resources landscape design method based on the water culture , and discusses the water resources landscape design method based on the water culture .
