哈尔滨市公众参与水资源管理研究

【摘要】：随着水资源问题的日益严峻，，行之有效的水资源管理模式就显得尤为的重要，公众参与作为水资源管理的重要组成内容具有极高的理论及实践研究价值。国内外学者对公众参与水资源管理进行了广泛的研究和论证，但其中较少对水资源管理中公众参与方式选择及公众参与度评价建立规范化的模型体系。本文首先介绍了当前在水资源管理中的公众参与途径，提出了在公共事务管理决策中常用的维罗姆-耶顿模型，根据水资源管理公众参与的实际情况，在原维罗姆-耶顿模型的基础之上对决策者需考虑问题的改进，构建出适合于水资源管理的公众参与途径匹配模型。以改进模型为基础对公众参与水资源管理从决策信息、公众特征、利益相关方为因变量分析了不同参与方式的适用性。其次以公民社会指数为依托，遵循利益相关方主导、务实、少而精、多样性、目的导向的标准，构建了水资源管理公众参与度评价体系，将评价指标主要设计为程度指标、范围指标、效能指标。并制定了水资源管理中公众参与度评价体系指标数据的获取方式及实施方案。最后以哈尔滨市公众参与水资源管理为案例，运用评价体系并通过问卷调查的方法对哈尔滨市水资源管理公众参与采取定量与定性相结合的方式进行分析。进而对哈尔滨市水资源管理公众参与度及参与水平的提高提出有效的对策及意见。
[Abstract]:With the increasingly serious problem of water resources, the effective water resources management model is particularly important. As an important component of water resources management, public participation is of great theoretical and practical value. Scholars at home and abroad have carried out extensive research and demonstration on public participation in water resources management, but few of them have established a standardized model system for the choice of public participation mode and the evaluation of public participation in water resources management. Firstly, this paper introduces the approaches of public participation in water resources management, and puts forward the Well-Jerton model, which is commonly used in the decision-making of public affairs management, according to the actual situation of public participation in water resources management. On the basis of the original Well-Yerton model, a suitable approach matching model of public participation for water resources management is constructed by improving the decision makers' consideration of the problem. Based on the improved model, this paper analyzes the applicability of different participation modes to the public participation in water resources management in terms of decision-making information, public characteristics and stakeholders as dependent variables. Secondly, based on the civil society index, following the standards of stakeholder leading, pragmatic, few and fine, diversity and goal orientation, the evaluation system of public participation in water resources management is constructed, and the evaluation index is designed as the degree index. Range index The method of obtaining the index data of public participation evaluation system in water resources management and the implementation scheme are also made. Finally, taking the public participation in water resources management in Harbin as an example, the paper analyzes the public participation in water resources management in Harbin by means of quantitative and qualitative analysis by means of evaluation system and questionnaire survey. Furthermore, effective countermeasures and suggestions are put forward to improve the public participation and participation level of water resources management in Harbin.
