基于区域可持续发展原则的山东省海洋资源的开发利用现状分析

【摘要】：进入21世纪以来,海洋资源越来越受到关注。海洋资源成为各国和地区争相开发和利用的资源。这一方面是因为陆地资源的过度开发,以及对环境造成了极大的破坏。另一方面是因为海洋资源的丰富和对经济发展能够提供的动力。山东省北接渤海,东南有黄海,地理环境优势十分明显。这也为山东省开发和利用海洋资源,发展海洋经济奠定了十分优越的基础。山东省海洋资源的开发和利用必须遵循可持续发展的原则,通过对山东省非可再生海洋资源的开发利用现状进行回归分析,可以得出山东省的非可再生海洋资源,如海洋矿产资源的确丰富,但如果继续目前的开发模式和水平,山东省的非可再生海洋资源将不可能得到可持续开发,对山东省以及周边地区的生态和环境也会造成很大的破坏。对山东省可再生海洋资源进行价值核算得到山东省的空间资源和海水资源的增加值和开发利用价值。通过对两种价值的比较得到山东省可再生海洋资源可以加大开发力度。山东省海洋资源的开发利用中存在一些污染浪费、低效、不协调的做法,这些都不符合山东省可持续发展的原则。海洋资源的开发和利用必须遵循可持续原则、高效协调原则和环保原则。开发前进行科学的规划,开发时提高开发利用效率,重视对环境的保护,积极进行监测。各产业之间也要协调发展,注重新兴和未来海洋产业的发展。加大科研开发投入和政府支持力度。
[Abstract]:Since the beginning of the 21st century, more and more attention has been paid to marine resources. Marine resources have become the resources that countries and regions strive to exploit and utilize. This is due to overexploitation of land resources and great damage to the environment. On the other hand, it is because of the abundance of marine resources and the impetus that can be provided to economic development. Shandong Province is connected to Bohai Sea in the north, Huang Hai is in the southeast, and the advantage of geographical environment is very obvious. This has also laid a very superior foundation for the exploitation and utilization of marine resources and the development of marine economy in Shandong Province. The exploitation and utilization of marine resources in Shandong Province must follow the principle of sustainable development. Through the regression analysis of the present situation of exploitation and utilization of non-renewable marine resources in Shandong Province, the non-renewable marine resources in Shandong Province can be obtained. If marine mineral resources are indeed abundant, but if current development patterns and levels continue, non-renewable marine resources in Shandong Province will not be able to be sustainably exploited, It will also cause great damage to the ecology and environment of Shandong Province and its surrounding areas. By calculating the value of renewable marine resources in Shandong Province, the value added and exploitation value of spatial resources and seawater resources in Shandong Province are obtained. Through the comparison of the two values, the renewable marine resources in Shandong Province can be further developed. In the exploitation and utilization of marine resources in Shandong Province, there are some waste of pollution, inefficiency and incoordination, which are not in line with the principle of sustainable development of Shandong Province. The exploitation and utilization of marine resources must follow the principles of sustainability, efficient coordination and environmental protection. Carry on the scientific planning before the development, improve the development utilization efficiency, pay attention to the environmental protection, carry on the active monitoring during the development. Each industry also should coordinate the development, pays attention to the emerging and the future marine industry development. We will increase investment in scientific research and development and government support.
