建设项目水资源论证中需水量的合理性分析

【摘要】:水是一切人类生存和社会经济发展必不可少的资源。随着我国城镇化制度发展及住房制度的深化改革,各行业的用水量急剧地增加,且我国在再生水、雨水、海水利用等方面还处于比较低的用水水平,而且我国的水资源管理制度还不完善,部分地区用水量已严重地超过了区域水资源的可利用量,导致水资源出现被过度开采、生态环境恶化等问题。因此,为能够更好地促进我国今后社会经济的发展,有效保护、合理开发、优化配置、高效利用水资源等问题就显得尤为重要。切实执行最严格的水资源管理制度,才能更好促进我国今后社会经济稳定健康发展。水资源论证制度是水资源管理的一个重大创新,是建设节水防污型社会、建设生态文明的关键举措。只有通过对耗用水资源方面的问题进行专题论证,才能解决水资源瓶颈的制约问题;才能加速建设节水型现代农业;才能加速转变经济发展方式。建设项目水资源论证内容主要有需水量的合理性分析、取水水源及可靠性分析等内容,本文主要以房地产建设类项目为研究对象,对水资源论证的具体要求进行了分析,重点对牛驼温泉孔雀城栖泉苑建设项目进行了水资源论证,主要内容如下:(1)建设项目取用水及需水量分析,对需水量的理论基础与计算方法进行了简单介绍,并对计算过程中的存在的问题进行全面分析。(2)建设项目取水水源方案选择,采用开采试验抽水法与水均衡法计算地下水资源量,对浅层地下水水源的可靠性和可行性方面进行了分析。(3)最后得出结论并提出一些合理化建议。在建设工程水资源论证中,工程项目的取水要符合水资源管理规划要求,用水指标、用水效率及用水水平要相符相应的水资源管理制度要求,工程项目的用水量分析要合理。工程项目取水水源要符合水量可靠和水质可行;工程项目取水、退水不会对区域水资源、水生态及其他利益相关方形成不利影响。
[Abstract]:Water is an indispensable resource for all human survival and social and economic development. With the development of urbanization system and the deepening reform of housing system in China, the water consumption of various industries has increased sharply, and China is still at a relatively low level of water use in the aspects of recycled water, Rain Water, seawater utilization and so on. Moreover, the water resources management system in China is not perfect, and the water consumption in some areas has seriously exceeded the amount of regional water resources, resulting in excessive exploitation of water resources, deterioration of the ecological environment and so on. Therefore, in order to promote the future social and economic development, effective protection, rational development, optimal allocation, efficient utilization of water resources and other issues, it is particularly important to promote the future social and economic development of our country, effective protection, rational development, optimal allocation, efficient utilization of water resources and so on. Only by implementing the strictest water resources management system can we better promote the stable and healthy development of society and economy in our country in the future. Water resources demonstration system is an important innovation of water resources management, and it is the key measure to build water-saving and pollution-proof society and ecological civilization. Only through the special demonstration of the consumption of water resources can the bottleneck of water resources be solved, the construction of water-saving modern agriculture can be accelerated, and the mode of economic development can be accelerated. The main contents of the water resources demonstration of the construction project are the rationality analysis of the water demand, the water source and the reliability analysis, etc. This paper mainly takes the real estate construction project as the research object, and analyzes the specific requirements of the water resources demonstration. This paper focuses on the demonstration of water resources in the construction project of Niuzhou Hot Spring Peacock City Qiquan Garden. The main contents are as follows: (1) the water demand and water demand of the construction project are analyzed, and the theoretical basis and calculation method of the water demand are briefly introduced. The existing problems in the calculation process are analyzed comprehensively. (2) the water source scheme of the construction project is selected, and the groundwater resources quantity is calculated by the mining test pumping method and the water balance method. The reliability and feasibility of shallow groundwater source are analyzed. (3) finally, the conclusion is drawn and some reasonable suggestions are put forward. In the demonstration of water resources of construction project, the water intake of engineering project should meet the requirements of water resources management planning, water use index, water use efficiency and water use level should meet the corresponding requirements of water resources management system, and the water consumption analysis of engineering project should be reasonable. The water intake source of the project should be in accordance with the reliability of water quantity and the feasibility of water quality, and the water intake and backwater of the project will not adversely affect the regional water resources, water ecology and other stakeholders.
