灾难救助与应灾能动性的人类学思考

【摘要】：结合近年来国内外人类学对灾难救助研究的民族志案例与理论反思,本文主要讨论灾难救助对受灾群体在生态、政治、社会和文化各方面的变迁所产生的复杂的影响,并重点分析灾难救助讨论中的三个核心层面:灾难救助作为人道主义礼物的政治性、受灾人群"受害性"的塑造以及受灾人群在以上两种情况下所展现出的能动性。通过对嵌入在灾难救助和恢复重建项目中的历史、话语、政治和社会关系的考察,本文指出,对灾难、灾难的损失以及受灾者的认知和操纵在很大程度上决定了灾后救助的效力,也深刻地影响着受灾人群身份认同和社会生活的改变。
[Abstract]:Combined with the ethnographic cases and theoretical reflections of anthropological research on disaster relief at home and abroad in recent years, this paper mainly discusses the complex impact of disaster relief on the ecological, political, social and cultural changes of the affected groups. It also analyzes the three core aspects of the disaster relief discussion: the political nature of disaster relief as a humanitarian gift, the shaping of the "victimization" of the affected people and the initiative shown by the affected people in the above two situations. By examining the history, discourse, political and social relationships embedded in disaster relief and rehabilitation projects, this paper points out that, The loss of disaster and the cognition and manipulation of disaster victims to a large extent determine the effectiveness of post-disaster relief, but also profoundly affect the identity of the affected people and the changes in social life.
