英国的气候变化多层次治理

自政府间气候变化专门委员会(IPCC)《关于全球升温高于工业化前水平1.5℃的影响》特别报告的发布以来,限制全球变暖已被证实可能是人类社会面临的最严峻的挑战。气候变化是一个全球性问题,其治理需要所有相关方以及所涉及的相关部门齐心协力。气候治理的结构包括多个层次。作为全球层次的治理结构,《联合国气候变化框架公约》根据IPCC关于气候变化的科学知识提供科学指导,并为协商达成长期全球目标的政府间谈判提供平台。《联合国气候变化框架公约》的缔约方是区域和国家治理机构,它们批准协议并采用《联合国气候变化框架公约》制定的政策。反过来,它们也可以通过推动谈判取得进展或破坏谈判进程而对国际结构施加影响。欧盟作为区域一级的治理结构,一直在倡导以雄心勃勃的减排目标促进国际气候治理目标的实现,并尽最大可能使公约约束更多缔约方。欧盟还通过了区域集团内部气候与能源有关政策和治理机制,以抑制排放并促进向清洁能源的过渡。为此,欧盟被公认为全球气候治理的领导者。英国以欧盟成员国和独立国家两种身份参与全球气候治理,并在《京都议定书》和《巴黎协定》中作为欧盟整体减排目标的一部分参与缔约。虽然区域层次和国家层次之间在气候治理...
