【摘要】：21世纪以来,随着我国经济社会的快速发展和档案用户需求的不断变化,现代档案咨询服务得到了长足的发展,与传统档案咨询服务相比,现代档案咨询服务在服务理念、服务方式、服务内容等方面都有很大的不同。传统档案咨询服务是一种单一的、被动的服务模式,主要由档案信息、档案服务人员、档案用户三个要素构成,其中把档案信息作为档案咨询服务的核心,它缺乏主动服务的理念,轻视人在咨询服务过程中的主体性作用,同时忽视咨询服务工作的系统性、整体性和动态性。现代档案咨询服务作为一种新生事物,是顺应广大档案用户的需求发展起来的,档案中介机构作为开展现代档案咨询服务的母体机构,近年来也取得了很大的发展成就。现代档案咨询服务作为一种高水平、高智能、全方位的咨询服务形式,主要提供各种档案管理技能服务、各类档案信息服务、档案知识及相关科研成果服务等,这与传统档案咨询服务的那种单一的你问我答的服务模式有很大的不同。因此,现代档案咨询服务被看作是传统档案咨询服务的发展方向。本文依据信息不对称理论,详细分析了现代档案咨询服务的内涵,探讨了现代档案咨询服务过程中存在的信息不对称现象,并对现代档案咨询服务的价值进行了详尽阐述,挖掘出了现代档案咨询服务过程中信息不对称的表现与成因,提出相应的改善策略,构建了基于信息不对称理论的现代档案咨询服务系统,该系统主要包括档案人员、档案用户、基础设施、技术平台、政策法规等组成要素,提出了该系统运行模式,具体包括系统的管理体制和系统工作流程,这一服务系统的独特性和进步性在于其系统性、开放性、动态性、人为性、人本性。信息不对称理论的引入,对于弱化档案咨询服务机构与咨询用户之间的信息不对称程度,提升现代档案咨询服务的质量和水平,都具有重要的理论和现实意义。
[Abstract]:Since twenty-first Century, with the continuous change of China's rapid economic and social development and the archives users demand, modem Archives Advisory Service has made great progress, compared with the traditional archive consulting services, modern archive consulting services in the service concept, service mode, service contents are quite different. The traditional archive consulting services is a kind of passive service mode single, mainly by the three elements of the archives information, archives, archives service personnel constitute the user, archives information archive consulting services as the core, it lacks the idea of active service, the main role of despising people in the process of consulting services, consulting and ignore the service work for the systematic and dynamic. As a new thing, the modern archives consulting service is developed according to the needs of the vast number of archival users. As a parent institution for developing modern archives consulting service, the archival agency has made great achievements in recent years. Modem Archives Advisory Services as a kind of high level, high intelligence, a full range of consulting services, mainly to provide a variety of services, all kinds of archives management skills, knowledge of archives information service archives and related research services, with the traditional archive consulting services that you ask me a single service mode is very different. Therefore, the modern archives consultation service is regarded as the development direction of the traditional archives consulting service.
