文化走出去战略下我国图书版权输出研究

【摘要】: 中华文化博大精深,源远流长,是中华民族五千年智慧的结晶,也是世界文明中的璀璨瑰宝,曾为世界的文明进步发挥过十分重要的作用。但是随着近代封建中国的没落以及西方资本主义的兴起,欧美一些发达资本主义国家不仅在经济、政治上称霸世界,其文化影响力也渐渐渗透到世界各个角落,特别是美国文化有称霸全球的趋势。虽然自改革开放以来,我国经济发展取得了举世瞩目的成就,国际影响力日益提高,但是文化影响力甚微,与我国的国际地位极不相称。因此,我国面临的一个迫切问题就是如何加快文化走出去步伐,更加广泛地传播中华文化,提升中国文化软实力,建立起国际社会对中华文化的认同,从而为中国的和平崛起铺平道路。图书版权输出作为中国文化走出去的重要途径之一,在这个过程中可以说是任重道远。 版权贸易是现代国际贸易的重要组成部分,随着知识经济的发展,其地位日益突出,受到许多国家的重视。长期以来,我国版权贸易主要以引进为主,输出十分薄弱,版权贸易的巨大逆差不仅是经济上的失利,更是威胁我国文化安全的一个危险因素。作为一个欲实现民族复兴、和平崛起的泱泱大国,我们必须以积极的姿态参与国际文化交流与竞争,提高中华文化的世界影响力。图书版权输出在这一过程中发挥的积极作用越来越受到国家和业界的高度重视,政府及有关部门和部分出版企业出台了一系列助力版权输出的政策措施。自文化走出去战略实施以来,我国许多出版企业的版权输出积极性越来越高,版权输出工作取得了重大进展,版权输出记录不断被刷新。2009年第61届法兰克福国际书展上,中国作为主宾国,共签署版权输出合同2417项,创历届之最。北京奥运会和上海世界博览会的相继举办,以及全球汉语热持续升温,为我国图书版权输出工作的进一步开展创造了极佳的战略机遇。当然,我国图书版权输出工作起步较晚,现在仍然存在许多问题,面临种种障碍,在推进文化走出去上发挥的作用还远远不够。 本文结合文化走出去战略背景,根据最新的统计数据对我国图书版权输出现状以及图书版权输出的发展环境进行了比较全面的分析,对图书版权输出存在的几大问题予以论述,并提出了解决问题的对策和措施,具有一定的实践意义。最后对我国图书版权输出的前景及未来发展趋势进行了展望与预测。
[Abstract]:Chinese culture is extensive and profound and has a long history. It is the crystallization of five thousand years of wisdom of the Chinese nation, and it is also a bright treasure in the world civilization. But with the decline of modern feudal China and the rise of Western capitalism, some developed capitalist countries in Europe and America not only dominated the world economically and politically, Its cultural influence has gradually penetrated into every corner of the world, especially the tendency of American culture to dominate the world. Although China's economic development has made remarkable achievements since the reform and opening up, the international influence is increasing day by day. However, the cultural influence is very little, which is extremely disproportionate to our country's international status. Therefore, one of the urgent problems facing our country is how to speed up the pace of culture going out, to spread Chinese culture more widely, and to enhance the soft power of Chinese culture. The establishment of international recognition of Chinese culture paves the way for China's peaceful rise. As one of the important ways for Chinese culture to go abroad, the book copyright export is a long way to go. Copyright trade is an important part of modern international trade. With the development of knowledge economy, its status is more and more prominent. The huge deficit in copyright trade is not only an economic failure, but also a dangerous factor threatening the cultural security of our country. We must take an active part in international cultural exchange and competition and enhance the world influence of Chinese culture. The positive role played by the export of book copyright in this process has been paid more and more attention by the country and the industry. The government, relevant departments and some publishing enterprises have issued a series of policies and measures to help the export of copyright. Since the implementation of the strategy of going out of culture, many publishing enterprises in China have become more and more active in the export of copyright. Great progress has been made in copyright export work, and copyright export records have been constantly refreshed. At the 61st Frankfurt International Book Fair in 2009, China, as the host and guest country, signed 2417 copyright export contracts. The holding of the Beijing Olympic Games and the Shanghai World Expo, as well as the increasing popularity of the global Chinese language, have created an excellent strategic opportunity for the further development of China's book copyright export work. Of course, The work of book copyright export in our country starts relatively late, but there are still many problems and obstacles, so it is far from enough to play a role in promoting cultural development. According to the latest statistical data, this paper makes a comprehensive analysis of the current situation of book copyright export and the development environment of the book copyright export in China in the light of the strategic background of cultural going out. This paper discusses several problems existing in the export of book copyright, and puts forward some countermeasures and measures to solve the problems, which is of certain practical significance. Finally, the prospect and future development trend of book copyright output in China are prospected and forecasted.
