【摘要】：吉林出版集团成立7年来,按照国家文化体制改革的总体要求和部署,确立了经济增长、出版繁荣的五大战略,图书出版事业实现了快速增长。但随着机制和体制的深化改革和创新,在向市场化转轨的过程中也出现了许多新问题,其中最突出、也是对行业发展和行业形象影响最大的就是图书的质量问题。对图书质量控制的不到位,使得图书差错率上升,特别是还出现了一些政治方向和思想倾向问题。所以如何抓好过程控制中的“三审制”、提高图书质量就显得更具有现实意义和长远意义。图书质量是出版社的生命线,“三审制”是控制这条生命线的关键要素。出版社在图书项目质量过程控制中,由于文化产品的特殊性,物质产品和精神产品的质量表现界限不清,图书质量的构成元素表现得十分复杂。本文以有效进行图书质量过程控制研究为出发点,运用项目质量管理理论,通过大量案例分析影响图书质量控制的因素,并把各种因素加以排序,努力去检查那些影响图书质量的具有里程碑意义的关键节点,在图书质量过程控制中加以分析、比对,找出影响质量控制的原因并逐一提出解决方案,将项目质量风险控制在标准范畴之内,以期达到不断推出社会主义精神文明建设和物质文明建设双效俱佳的精品图书,最终实现“三审制”对图书质量过程控制的有力保障和可持续发展。图书质量与其属性关系密切。由于图书具有精神和物质的双重性,图书的精神产品属性,又使其质量表现出不同于普通物质产品的特性,所以对图书质量元素的识别显得十分复杂。但是,只要我们明确精神产品的属性为图书产品的本质属性,并从这一思路去认识图书的质量问题,就会得知内容质量主要表现为图书内容的思想性、科学性、原创性、学术规范性等,编校质量主要表现在标准与规范控制上面。内容质量影响人类生活,居于核心地位,是深层次的质量;内容质量需要通过编校质量得以实现,在编校质量控制过程中,正面的或负面的质量影响可能同时被放大,具有一定的能动作用。作者结合长期的编辑工作实践所提出的“构建以图书质量为核心价值观的企业文化”的学术观点,在吉林出版集团青年编辑培训中多次讲到并被普遍接受。这一思想对构筑企业精神,树立编辑严谨的质量文化意识,为品牌塑造和产品创新凝聚力量意义重大。价值观决定思想,思想决定细节,细节决定成败。当产品质量成为企业文化的核心内容时,质量意识将成为质量管理的自律行为,届时,图书品牌和企业形象的树立将水到渠成。转企改制、资本运作、重塑市场主体、提高核心竞争力、壮大出版经济实力,是出版大发展与大繁荣的市场需要。这种需要无不与图书质量相关,因此,抓好“三审制”过程控制,确保质量,提高质量,不仅是出版理论的永久性课题,更是吉林出版集团出版事业不断发展的刚性原则。
