【摘要】：数字出版高端智库是在《关于加强中国特色新型智库建设的意见》政策发布的背景下,对专业高端智库建设的理论思考和实践回应;也是贯彻和落实《新闻出版业科技"十三五"时期发展规划》的重要举措和切实行动。数字出版高端智库应该本着"引领行业发展、服务政府决策"的战略定位,坚持党的领导,把握正确导向;坚持围绕大局,服务中心工作;坚持实事求是,鼓励大胆探索;坚持改革创新,规范有序发展。为构建数字出版高端智库,应该努力拓宽融资渠道,不断完善组织架构,创新智库建设方案,探索智库运营模式。数字出版高端智库的建设应该奉行"辅助决策、有序发展、重点补位、产学研用"的发展步骤,切实解决"顶层设计、AR技术、大数据技术、知识服务"等行业发展的当务之急,围绕"专家库、机构库、成果库、专题库、标准规范库"等数字出版特色智慧产品,综合运用"线上+线下"模式,沿着"数字出版智库、新闻出版智库、文化产业智库"的"三步走"发展路径,运用"创新运行机制、强化人才建设、实施项目驱动"等保障措施,共同推进官方智库、民间智库、综合智库和专业智库齐头并进、有序发展。
