高校教材出版问题研究

【摘要】:自20世纪90年代后期高等学校大幅度扩招以来,中国高校在校人数急剧增长,使得高校教材的出版给出版业带来了新的发展空间和可观的商业利润。诸多出版社开始在原有出版领域的基础上,转而瞄上高校教材这块“肥肉”,一时间,高校教材成为炙手可热的出版领域。然而,在高校教材市场看似繁荣的大发展背后,也隐藏着诸多隐患。 原创缺乏、精品缺乏是目前困扰高校教材出版的主要问题,学术文化界的价值导向已偏重于经济利益,许多教材编者放弃了学术原则和学术坚守,使得不少成形的教材是对他人作品的低水平重复和自我重复,还有某些“工程类”集体项目,往往因盲目赶进度、赶交稿期而忽略其内容质量,,在高校教材严肃性、权威性上大打折扣。从教材征订到供书的周期越来越短,教材的使用寿命越来越短,内容同质化现象越来越泛滥,自编教材质量越来越粗制滥造,教材编写队伍水平越来越平庸,整个高校教材市场开始面临发展失衡的尴尬境地。 浮躁是导致教材出版萎靡不振的重要原因。“天下熙熙,皆为利来;天下攘攘,皆为利往”,虽然在当今社会,有高度发展的文明和自身道德规范的约束,但利益的驱动,却始终扰乱着高校教材的出版,威胁着高校教材的质量。作为教材的出版机构,很多出版社不甘寂寞,急于做大,只看重市场份额、码洋、利润,而忘记了传承文化、打造精品才是最重要的责任。作为教材的编写者,由于高校学术资格评价制度以及课堂教学模式的催化,急于求成,因此在编写过程中继承多、创新少,侵犯他人著作权的现象极为普遍。作为教材的购买者,有些高校对于教材的选用附带着功利性,并不以内容质量为选用标准,使得众多优秀教材与之擦肩而过。为扭转当下紊乱的高校教材市场,一场关于教材出版的改革是大势所趋。 高校教材要突破现状,并不是简单地依照原有的编写模式照本宣科地进行编写,而是应当从教材的编写理念、内容形式、编写机制、作者和出版社合作模式等方面进行大规模的创新。首先,提高高校教材的编写门槛,严把教材编写作者质量关,从源头确保教材质量;注重教材的选题策划,在内容上兼具创新性与指导性,同时开发教材的立体化资源,以内容质量取胜。其次,提高教材编辑队伍整体素质,顺利完成教材从意识形态到物质形态的转变,努力达到经济效益与社会效益双赢目标。再次,加强对学术著作权的保护,抵制不正当竞争行为,为教材的出版营造一个健康有序的出版环境。只有这样,才能开发出适应教育改革发展和出版发展要求的“新形态”的高校教材,实现与现代教育革命、学习革命和出版革命相适应的教科书革命。
[Abstract]:Since the large expansion of enrollment in colleges and universities in the late 1990s, the number of college students in China has increased rapidly, which has brought new development space and considerable commercial profits to the publishing industry. Many publishing houses began to focus on the "fat flesh" of college textbooks on the basis of the original publishing field. For a while, university textbooks became a hot publishing field. However, behind the seemingly prosperous development of the textbook market in colleges and universities, there are many hidden dangers. The lack of originality and quality is the main problem that puzzles the publication of teaching materials in colleges and universities at present. The value orientation of academic and cultural circles has laid stress on economic interests, and many textbook editors have abandoned academic principles and academic adherence. As a result, many formed textbooks are low level repetition and self-repetition of others' works, and some "engineering" collective projects tend to ignore the quality of their contents because of blindly catching up with the progress and deadline, and are serious in the teaching materials of colleges and universities. The authority is greatly diminished. The period from the collection of textbooks to the supply of books is getting shorter and shorter, the service life of textbooks is getting shorter and shorter, the phenomenon of homogenization of contents is becoming more and more widespread, the quality of self-compiled textbooks is becoming more and more rough, and the level of compiling teaching materials is becoming more and more mediocre. The whole teaching material market of colleges and universities begins to face the awkward situation of unbalanced development. Impetuosity is an important reason for the publication of textbooks. "the world is full of profit, and the world is bustling, all for profit." although in today's society, there is a highly developed civilization and the constraints of one's own moral code, the drive of interest has always disturbed the publication of textbooks in colleges and universities. It threatens the quality of teaching materials in colleges and universities. As the publishing organization of textbooks, many publishing houses are unwilling to be lonely, eager to make big, only value market share, code foreign, profit, and forget to inherit culture, create boutique is the most important responsibility. As the compilers of textbooks, because of the catalysis of academic qualification evaluation system and classroom teaching mode in colleges and universities, it is urgent to succeed, so it is very common to inherit more, innovate less and infringe other people's copyright in the process of compiling. As the purchaser of textbooks, some colleges and universities attach utilitarianism to the selection of teaching materials, and do not take the content quality as the selection standard, which makes many excellent textbooks pass by. In order to reverse the current disorder of the university textbook market, a reform on textbook publication is the trend of the times. In order to break through the present situation, the teaching materials of colleges and universities should not simply be compiled according to the original compiling mode, but should be compiled according to the compiling idea, content form and compiling mechanism of the textbook. The author and the publishing house cooperation mode and so on carries on the large-scale innovation. First of all, raise the threshold of the compilation of teaching materials in colleges and universities, strictly control the quality of the authors, ensure the quality of teaching materials from the source, pay attention to the selection of topics and planning of teaching materials, be creative and instructive in content, and at the same time, develop the three-dimensional resources of teaching materials. Win by the quality of the content. Secondly, it is necessary to improve the overall quality of the teaching material editing team, successfully complete the transformation from ideology to material form of the textbook, and strive to achieve the win-win goal of economic and social benefits. Thirdly, we should strengthen the protection of academic copyright, resist unfair competition, and create a healthy and orderly publishing environment for the publication of textbooks. Only in this way can we develop a "new form" of college teaching materials which is suitable for the development of education reform and the development of publishing, and realize the textbook revolution which is suitable for the modern educational revolution, the learning revolution and the publishing revolution.
