图书出版监管中的书号申领研究

【摘要】：改革开放以来,伴随着政府职能的转变,我国的出版管理体制的改革也在不断深化,图书出版行业的法律、法规逐个出台,但是,政府监管较弱、监管效果不明显、图书出版市场混乱等问题层出不穷。例如,违规出版行为未得到根本制止,非法出版活动屡禁不止,买卖书号现象仍有发生,侵权盗版活动在某些地区仍比较严重。本文试图以买卖书号屡禁不止为突破点,以书号实名申领为实例,通过阅读文献、分析文献、对比比较等方法,阐述图书出版监管相关概念和理论基础,分析图书出版监管的历史状况和发展现状,总结出我国图书出版监管方面取得的成绩和存在的问题,详细分析了以书号管理为主要方式的图书监管中的问题及原因,介绍了买卖书号的由来、买卖书号对图书出版监管带来的影响、国家出台治理买卖书号的政策和措施的落实情况以及买卖书号现象屡禁不止的原因。通过上述分析,以书号实名申领为突破提出了完善图书出版监管的方式,分析了书号实名申领对加强图书出版监管的影响和作用、图书出版监管政策的落实情况,并指出书号实名申领在图书出版监管中的困难及对策。
[Abstract]:Since the reform and opening up, with the transformation of government functions, the reform of the publishing management system in China has been deepened. The laws and regulations of the book publishing industry have been issued one by one, but the government supervision is weak, and the effect of supervision is not obvious. Book publishing market chaos and other problems emerge in endlessly. For example, illegal publishing has not been fundamentally stopped, illegal publishing activities are not prohibited, the phenomenon of buying and selling book numbers still occurs, and piracy is still serious in some areas. This paper attempts to explain the relevant concepts and theoretical basis of book publishing supervision by means of reading literature, analyzing documents, comparing and comparing the relevant concepts and theories, taking the repeated prohibition of book number as the breakthrough point, taking the application of real name of book number as an example, and through reading the literature, analyzing the literature, comparing and comparing the relevant methods. This paper analyzes the history and development of the supervision of book publishing, summarizes the achievements and existing problems in the supervision of book publishing in China, and analyzes in detail the problems and reasons in the supervision of books in which the management of book numbers is the main way. This paper introduces the origin of the purchase and sale of the book number, the influence of the purchase and sale number on the supervision of the publication of the book, the implementation of the policies and measures adopted by the state to govern the purchase and sale of the book number, and the reasons for the repeated prohibition of the phenomenon of the purchase and sale of the book number. Through the above analysis, the author puts forward the way to perfect the supervision of book publishing, analyzes the influence and function of the application for the real name of book number on strengthening the supervision of book publication, and the implementation of the supervision policy of book publication with the breakthrough of applying for the real name of the book number. It also points out the difficulties and countermeasures of applying for real name of book number in the supervision of book publishing.
