凤凰出版传媒集团绩效管理研究

【摘要】:当下国内出版集团在经历了早期的资源整合后,纷纷走向更具实质意义的市场化阶段。伴着现代企业制度和法人治理结构的逐步建立,出版业开始了由产品运营向资本运营阶段的过渡。合理的资本运营需要转企改制支撑。在企业内部组织机制的改革过程中,绩效管理成为不可回避的问题。 随着媒体市场化进程的发展,用工制度与考核间的矛盾开始加剧,再造绩效考核指标体系,建立以目标管理为核心、以能力发展为手段的综合绩效管理制度必要性凸显。目前,绩效管理作为一项重要管理工具和资源管理的核心内容,其重要性已为多数出版企业所认可,但就目前的实际运用效果而言,从绩效管理理念到具体绩效考核的设计与实施,都或多或少地存在一些误区,导致绩效管理应有的作用没有真正发挥出来。 基于上述情况,本文首先对当下国内出版集团的发展及其在绩效管理方面的尝试做了一定的梳理,在此基础上总结了凤凰出版传媒集团绩效管理体系的五大构成要素;其次,从绩效计划与指标体系的构建、绩效管理的过程控制、绩效考核与评估、绩效反馈与面谈、绩效考核的结果应用这五个环节入手,对凤凰出版传媒集团这一典型个案的绩效管理模式展开具体解析;最后,从当下该出版集团绩效管理中存在的现实问题出发,尝试进行对策性的探讨。
[Abstract]:At present, after the early integration of resources, domestic publishing groups have moved towards a more substantial stage of marketization. With the gradual establishment of modern enterprise system and corporate governance structure, the publishing industry began the transition from product operation to capital operation. Reasonable capital operation needs the support of transforming enterprise system. In the process of enterprise internal organization mechanism reform, performance management becomes an unavoidable problem. With the development of media marketization, the contradiction between the employment system and the appraisal begins to intensify, and the performance appraisal index system is reconstituted. It is necessary to establish a comprehensive performance management system with objective management as the core and ability development as the means. At present, as an important management tool and core content of resource management, the importance of performance management has been recognized by most publishing enterprises. From the concept of performance management to the design and implementation of specific performance appraisal, there are more or less some misunderstanding, which results in the performance management has not really played its role. In this paper, firstly, the development of domestic publishing groups and their attempts in performance management are reviewed, and then the five components of the performance management system of Phoenix Publishing Media Group are summarized. Starting with the construction of performance plan and index system, the process control of performance management, the performance appraisal and evaluation, the performance feedback and interview, the application of the results of performance appraisal. This paper analyzes the performance management model of Phoenix Publishing Media Group. Finally, from the point of view of the actual problems existing in the performance management of Phoenix Publishing Media Group, it tries to make a strategic discussion.
