开放存取期刊质量控制研究

【摘要】:20世纪末,数字出版的发展、开放共享的出版理念、简化的出版流程、自助的出版方式和快捷的出版周期,使得开放存取(OA)期刊迅速风靡全球。 然而,经过20多年的发展,OA期刊的某些弊端也逐步显现。一些未经同行评审和编辑加工的OA期刊大行其道,极大地影响了数字学术期刊的质量与声誉。许多研究者对此现象表示出担忧。因此,关于OA期刊的研究也由最初的“是什么”、“做不做”和“怎么做”等方面的研究逐步向“怎么做好”的方向发展。 但是,传统出版方式下建立起来的期刊学术质量控制理念和方式无法适应数字学术出版发展的需要。在这种背景下,科技界、出版界和图书情报学界做了许多相关的尝试和探索。目前,OA期刊学术质量控制的研究已成为图书情报学领域的前沿和热点课题。 为了对OA期刊学术质量控制加以深入剖析,本文先从当前OA期刊学术质量现状评价入手,借助美国ISI出版的“期刊引证报告(JCR)”的总被引频次、影响因子和即年指数三大指标对当前国际上主要的OA期刊的学术质量进行全面客观的分析评价,从整体上对当前全球范围内主流开放存取期刊的学术质量有一个定量判断和把握。在此基础上,本文进一步探寻影响OA期刊学术质量的因素及其作用机制,分别从OA期刊的出版流程、质量影响因素两个维度深入解析如何实现OA期刊质量控制。同时,选择了JCR中引证报告数据完整的108种生物医学类OA期刊作为样本,分别对这些期刊的出版流程、出版各要素等方面信息进行了统计,利用统计软件将其中统计与数据与期刊影响因子进行了相关性分析,力求从结果中寻找出与OA期刊密切相关因素,对研究起到辅助的作用。本文三大主体部分的内容主要包括: ①OA期刊质量评价研究 瑞典隆德(Lund)大学图书馆和学术出版与学术资源联盟(The Scholarly Publishing and Academic Resources Coalition, SPARC)联合创建的开放存取期刊目录(Directory of Open Access Journals, DOAJ)和印度Informatics (India) Ltd公司创建的开放存取期刊门户(Open J-Gate)是当前世界上影响力最大,收录品种最全的两大OA期刊资源平台。在对两个平台收录的OA期刊进行对比筛选后,我们对目前OA期刊规模有了初步了解,其数量达到7736种。通过调查国际知名的Web of Science数据库收录的OA期刊情况,我们发现Web of Science数据库期刊中OA期刊比例达到8.9%,是2004年的3.4倍,由此我们认为,高质量的OA期刊已经初具规模。在将JCR中收录的OA期刊和非OA期刊的三大指标进行对比分析,我们发现,整体上而言,OA期刊的总被引频次低于非OA期刊;OA期刊影响因子略低于非OA期刊,但个别OA期刊具有极高影响力,超过了所有非OA期刊;OA期刊的即年指数表现较好,几乎与非OA期刊不相上下。 ②OA期刊出版流程和审稿制度对学术质量影响研究 稿件的编辑、评审过程长期以来都被视为影响期刊学术质量的决定性因素。但我们经过研究发现,对于OA期刊而言,前编辑阶段和发布环节同样能对OA期刊学术质量产生重要的影响。前编辑环节中的组稿和宣传工作,特别是利用搜索引擎优化、增加外部链接数量、电子邮件列表等网络营销手段进行的OA期刊宣传工作,都能有效提高OA期刊学术质量。网络传播方式促进了OA期刊评审环节向发布环节的延伸,除了传统的“先评审,后出版”的评审方式外,还可以采取“先出版,后评审”或者“先(同行)评审,后出版,再(读者)评审”的评审方式。因此,OA期刊学术质量控制应该在原有的基础上向两头延伸。此外,OA期刊可以采用灵活的出版周期,缩短出版时滞,成熟一篇,发表一篇。 传统的评审制度被证明依然是保障OA期刊学术质量的基本要素,因此应该被保留,但需要在原有的基础上对“同行评审制度”、“三级审查制度”进行监督和控制。 ③OA期刊出版要素对学术质量的影响研究 OA期刊的学术质量控制除了体现在出版流程控制之外,还体现在要素控制。OA期刊出版要素可分为稿件、作者、编辑、评审人、读者、技术六大部分。稿件要素的质量控制体现在坚持创新性、可靠性和学术性的原则基础上制定科学的稿件的评审标准。作者要素的质量控制需要根据作者在学术交流的特点和作用,发挥现有作者的作用,从研究者多角色的角度创建高素质作者队伍。OA期刊出版形式编辑依然是期刊质量的“守门人”,网络出版模式对编辑队伍提出了新的有别与传统期刊出版模式下的执业要求,OA期刊编辑要素控制主要通过在原有基础上加入电脑能力、信息处理能力、沟通能力、学术能力、外语能力等编辑素质考核标准。评审人肩负着评价稿件学术质量的重任,提高评审人的学术水平、规模、编辑能力都是提高稿件评审质量的有效渠道。读者要素是OA期刊学术质量要素控制中最活跃的部分,也是OA期刊学术质量控制与传统期刊学术质量控制差异最大的部分。OA期刊读者可以通过点击、下载、转载、评论、内容补充等信息反馈方式参与OA期刊出版、评价,由传统出版模式下被动的信息接受者转而成为了信息的主动发布者。其中,核心读者影响因素最为明显。但这种反馈信息是零碎的、无序的,可能包含许多无效信息,因此OA期刊读者要素控制就是树立核心读者概念,扩大核心读者规模,提高读者反馈信息质量。OA期刊出版的每一个环节都离不开技术的支持,先进的技术不仅能帮助OA期刊顺利地出版,还能帮助OA期刊从提高内容质量、提高评审质量、提高传播质量和缩短出版时滞四个方面实行学术质量控制。因此,OA期刊在后续的发展中,还要继续重视新兴技术的开发和应用,进一步借助技术手段实现学术质量控制。 综上所述,我们认为提高OA期刊学术质量水平,实现OA期刊质量控制,应该主要从流程管理和要素管理两大方面入手,建立全面、立体的学术质量控制机制。
[Abstract]:At the end of the twentieth Century, the development of digital publishing, the open and shared publishing concept, the simplified publishing process, the self-help publishing way and the fast publishing cycle made the open access (OA) periodicals popular all over the world.
However, after more than 20 years of development, some of the disadvantages of OA periodicals have gradually emerged. Some OA periodicals without peer review and editing have greatly influenced the quality and reputation of digital academic journals. Many researchers are worried about this phenomenon. Therefore, the research on OA periodicals is also the first "what", "do" The research on "not doing" and "how to do" has gradually developed towards "how to do well".
However, the concept and mode of periodical academic quality control established under the traditional publishing method can not meet the needs of the development of digital academic publishing. Under this background, the scientific and technological circles, the publishing circles and the library and information science circles have done a lot of related attempts and explorations. At present, the Research on the academic quality control of OA periodicals has become the field of Library and information science. Frontiers and hot topics.
In order to make a thorough analysis of the academic quality control of OA periodicals, this paper begins with the current evaluation of the current academic quality of OA periodicals, with the help of the total cited frequency of the "Journal Citation Report (JCR)" published by American ISI, the three major indexes of the impact factor and the year index, to make a comprehensive and objective analysis of the academic quality of the current international main OA periodicals. On the basis of this, this paper further explores the factors affecting the academic quality of OA periodicals and its mechanism of action, and analyzes how to realize the OA periodicals from the two dimensions of the publishing process of OA periodicals and the factors affecting the quality of the periodicals, respectively. At the same time, 108 kinds of biomedical OA periodicals with complete data of JCR citation report are selected as samples, and the publishing process and publishing elements of these periodicals are statistically analyzed. Statistical software is used to analyze the correlation between statistics and data and periodical influence factors in order to seek the results from the results. The factors that are closely related to OA journals play an auxiliary role in the study. The contents of the three main parts of this paper include:
Study on the quality evaluation of OA Periodicals
Open access journal catalogues (Directory of Open) and open access journal portal created by the The Scholarly Publishing and Academic Resources Coalition, SPARC, Sweden, Longde (Lund) University Library and Academic Resources Association (The and Academic Resources Coalition, SPARC). It is the most influential and most comprehensive resource platform of the two OA journals in the world. After comparing and screening the OA periodicals included in the two platforms, we have a preliminary understanding of the scale of the current OA periodicals, and the number reached 7736. We found Web through the investigation of the status of the OA periodicals included in the internationally famous Web of Science database. The proportion of OA periodicals in the of Science database is 8.9%, 3.4 times that of 2004. Therefore, we think that high quality OA periodicals have begun to take shape. In comparison and analysis of the three major indexes of OA journals and non OA periodicals included in JCR, we find that the overall citation frequency of OA issue is lower than that of non OA periodicals, and the influence of OA periodicals on the whole. The factors are slightly lower than non OA periodicals, but individual OA periodicals have high influence, exceeding all non OA periodicals; the annual index of OA periodicals is better, almost the same as non OA periodicals.
Research on the impact of OA journal publishing process and peer review system on academic quality
The editing process of manuscripts has long been regarded as a decisive factor affecting the academic quality of periodicals. However, we have found that, for OA periodicals, the pre editing and publishing links can also have an important impact on the academic quality of OA journals. Optimization, increasing the number of external links, e-mailing list and other network marketing means such as OA periodicals can effectively improve the academic quality of OA periodicals. The network communication mode promotes the extension of the review link of OA periodicals. In addition to the traditional evaluation method of "first review and post publication", the "first publication" can be adopted. "Post review" or "first (peer) review, post publication, and then (Reader) review" evaluation method. Therefore, the academic quality control of OA periodicals should be extended on the original basis. In addition, OA periodicals can adopt a flexible publishing cycle, shorten the time delay in publishing, mature one and publish one.
The traditional evaluation system has been proved to be the basic element to guarantee the academic quality of OA periodicals. Therefore, it should be retained, but it needs to be supervised and controlled on the basis of the "peer review system" and "three level review system" on the basis of the original.
Research on the impact of OA periodical publishing elements on academic quality
The academic quality control of OA periodicals is not only reflected in the control of the publishing process, but also reflected in the elements control of the elements of.OA periodicals, which can be divided into six parts: manuscripts, authors, editors, judges, readers and technology. The quality control of manuscript elements is embodied in the formulation of scientific manuscripts on the basis of adhering to the principles of innovation, reliability and academic nature. The quality control of the author's elements needs to play the role of the author in accordance with the characteristics and functions of the author in the academic exchange. To create a team of high quality authors from the perspective of the researchers' multiple roles, the editing of the publication form of.OA periodicals is still a "gatekeeper" for the quality of the periodicals, and the network publishing model has put forward a new difference to the editorial team. In the traditional periodical publishing mode, the requirement of the practice is to control the editor quality of OA journal editing mainly by adding computer ability, information processing ability, communication ability, academic ability, foreign language ability and so on. The judges shoulder the responsibility of evaluating the academic quality of manuscripts, and improve the academic level, scale and editing of the judges. Ability is an effective way to improve the quality of manuscript evaluation. The reader element is the most active part of the OA journal's academic quality control. It is also the part of the OA journal academic quality control and the traditional periodical academic quality control. The.OA periodical readers can use the information feedback methods such as click, download, reprint, comment, content supplement and so on. With the publication and evaluation of OA periodicals, the passive information recipients of the traditional publishing model have turned to become active publishers of information. Among them, the core readers have the most obvious influence factors. However, the feedback information is fragmentary, disordered, and may contain many invalid information. Therefore, the reader element control of the OA issue is to establish the core reader concept, expanding the concept of the core reader. The scale of the large core readers and the quality of readers' feedback information.OA can not be supported by the technical support. Advanced technology can not only help OA periodicals publish smoothly, but also help OA periodicals carry out academic quality from four aspects: improving the quality of content, improving the quality of evaluation, improving the quality of communication and shortening the time lag of publishing. Therefore, in the follow-up development of OA journals, we should continue to attach importance to the development and application of new technologies, and further achieve the academic quality control by means of technology.
To sum up, we think that improving the academic quality level of OA periodicals and realizing the quality control of OA periodicals should be mainly from two aspects of process management and factor management, and establish a comprehensive and stereoscopic academic quality control mechanism.
