【摘要】: 在现代企业中,人力资源己取代物质资源成为现代企业的战略性资源,是企业发展和经济增长的主要动力和决定性因素。如何更好的发挥人力资源的作用,对员工绩效进行有效的考核,促使其为企业贡献高绩效,是目前企业面临的重大问题。因此,企业要学会科学运用绩效考核这一手段,促使员工最大效用发挥自身的潜能和积极性,提高工作效率,实现绩效目标,以提高企业的经营效率。 湖南省新华书店有限责任公司即将上市,随着公司业务的迅速发展,员工队伍不断壮大,企业管理、员工管理特别是绩效考核等相关制度的薄弱环节不断暴露,己不能适应市场竞争形势及公司发展的需要。本文通过对湖南省新华书店有限责任公司的实证研究,对绩效考核现状进行了调查,通过深入分析公司绩效考核现状、存在的问题以及公司战略对绩效考核的实际要求,结合对各种绩效考核方法及指标权重确定方法的分析和研究,制定了进行绩效考核体系开发的指导思想与基本框架,设计了以目标为导向的关键业绩指标体系,建立了适用于公司由总体战略到部门,最终落实到员工个人绩效的关键业绩指标与360度考评相结合的考评基本流程和方法,并为绩效结果的有效应用制定了方案。对于全国省级新华书店具有启示作用,为员工绩效考核在国有企业中的运用提供实例。
[Abstract]:In modern enterprises, human resources have replaced material resources as the strategic resources of modern enterprises, and are the main driving force and decisive factor for the development and economic growth of enterprises. How to better play the role of human resources, to effectively assess the performance of employees, to promote their contribution to high performance for enterprises, is a major problem facing enterprises at present. Therefore, the enterprise should learn to use the means of performance appraisal scientifically, urge the staff to exert their potential and enthusiasm, improve the work efficiency and realize the performance goal, in order to improve the management efficiency of the enterprise. Hunan Xinhua Bookstore Co., Ltd. is about to be listed on the market. With the rapid development of the company's business, the staff team continues to grow, and the weak links in the related systems, such as enterprise management, staff management, especially performance appraisal, are constantly exposed. Has not been able to adapt to market competition and the needs of the development of the company. Based on the empirical study of Hunan Xinhua Bookstore Co., Ltd., this paper investigates the current situation of performance appraisal, analyzes the current situation of performance appraisal of the company, the existing problems and the actual requirements of the company strategy for performance appraisal. Based on the analysis and research of various performance appraisal methods and index weight determination methods, the guiding ideology and basic framework for the development of performance appraisal system are established, and the key performance index system is designed, which is goal-oriented. The basic process and method of evaluating the company from the overall strategy to the department and finally to the employee's individual performance are established, and the scheme for the effective application of the performance result is made. It can enlighten the national provincial Xinhua Bookstore and provide an example for the application of employee performance appraisal in state-owned enterprises.
