大学出版社的改制瓶颈研究
[Abstract]:Since the 16th National Congress of the CPC, university publishing houses in China have been transformed from institutional reform to restructuring. The General Administration of Press and Publication has requested that all university publishing houses be restructured into enterprises by the end of 2009.
Objectively speaking, the state has made great efforts to reform the University Publishing House system, but the results of the reform of the University Publishing House by the end of 2009 are not satisfactory. Focusing on the hot topic of the restructuring of University Publishing houses, this paper analyzes the bottleneck of the restructuring and puts forward some suggestions for breaking through the bottleneck.
For University Publishing houses, restructuring does not mean waiting passively for the arrangement of the system. It means earnestly studying the relevant policies of the state, grasping the correct ideas of restructuring and actively responding to the restructuring in order to seek better development.
There are four forms of University Publishing houses. The research object of this paper refers to the form of "university publishing houses under universities". The reform of university publishing houses is divided into 16 congresses of the Communist Party of China.
This paper demonstrates the necessity of transforming University Publishing House into enterprise from three aspects and affirms the significance of reforming university publishing house positively.This paper explains the connotation of reforming university publishing house.The reformation means that university publishing house should change from business unit to enterprise, establish modern enterprise system and perfect corporate governance structure. This paper puts forward the proposition of "the foothold of restructuring". The restructuring of university publishing houses should be based on the mission of University Publishing houses.
The bottlenecks of the restructuring of university publishing houses are mainly reflected in three aspects: property rights, the relationship between University and society, and the placement of personnel. It is a pity for those publishing houses which are originally well run and eager to absorb funds to become bigger and stronger. After the restructuring, university publishing houses are transformed into enterprises. On the original track, the relationship between the publishing house and its university tends to be alienated. The transitional personnel strategy of "old method, new method" makes some senior editors choose to leave their posts or retire early in order to maintain the welfare benefits of their original undertakings, resulting in a certain degree of talent gap in the publishing house.
This paper objectively analyzes the bottlenecks of the restructuring of University Publishing houses, and puts forward the development strategy of the restructuring of University Publishing houses, that is, to break through the bottlenecks of restructuring based on the orientation of enterprises. At the same time, it is also clear to realize that the problem of single property rights still needs to be adjusted by the future policy of the state, and that the solution to this problem still needs time. Specific suggestions for the development strategy of the press after restructuring include: relying on University resources, devoting to education and publishing; facing the market, strengthening personnel training; building brand, establishing integrated marketing concept; saving costs and strengthening economic accounting.
Finally, this paper summarizes the successful experience of the University Press, a powerful foreign language teaching and research publishing house, and provides a model for the University Press to break through the bottleneck of restructuring.
