后改制时代总编室应更新和强化参谋职能

【摘要】：进入后改制时代,出版企业作为真正的市场主体参与竞争,需要不断做出各种决策应对市场。在这一新阶段,总编室应在继续履行好管理、服务和协调职能的基础上,利用自身优势,更新和强化参谋职能,通过履行参谋职能,实现发现问题、科学预测、方案设计、追踪评价等功能,为出版企业决策者提供智力支持。
[Abstract]:In the post-restructuring era, publishing enterprises, as the real market participants, need to make various decisions to deal with the market. At this new stage, on the basis of continuing to perform the functions of good management, service and coordination, the General editorial Office should utilize its own advantages to renew and strengthen its advisory functions, and by performing its advisory functions, it should realize the discovery of problems, scientific prediction, and project design. Tracking evaluation and other functions to provide intellectual support for decision makers in publishing enterprises.
