出版业出资人制度与主管主办制度衔接的创新性策略探讨

【摘要】：出版业出资人制度与主管主办制度的衔接是一个难题,文章对此进行了系统解析,同时立足于新的发展和要求,建议建立"政府导向、法规管理、技术监测、行业自律和全员监督"为手段的导向管理体系,并以此为基础,实现出资人制度与主管主办制度的融合和和衔接,即融和衔接。基于融和发展平台,既可以汇聚各方力量,实现统一监督和管理,及时有效解决发展中出现的各种问题,又可以充分发挥两种制度的优势,形成合力,为出版业营造良好的发展空间。
[Abstract]:It is a difficult problem to link the sponsor system of the publishing industry with that of the director of the organization system. This paper analyzes this problem systematically, and at the same time, based on the new development and requirements, the author suggests the establishment of "government guidance, regulation management, technical monitoring," Based on the guiding management system of self-discipline and supervision of the whole staff, the author realizes the fusion and connection between the system of the investor and the host system of the supervisor, that is, the integration and convergence. Based on the platform of integration and development, it can not only bring together all parties, achieve unified supervision and management, solve all kinds of problems in development in a timely and effective manner, but also give full play to the advantages of the two systems and form a resultant force.
