基层巡察的实践逻辑及其制度完善

【摘要】：巡察是巡视工作向基层延伸的重要途径和有效方式,这一正在探索前行中的党内监督制度自实践以来取得了显著成效,打通了党内监督的"最后一公里"。但是,基层巡察在实践中的种种困境也必须引起重视,巡察组在"形式周全"与"实质虚无"的游离之间开始悖离巡察制度的初衷;被巡察单位在迫于无奈的"被动接受"之后,想方设法地"主动应对"以求不出纰漏;普通群众对待巡察,要么视其为解困的"万能钥匙",要么抱着失望的"无用主义"态度。破解基层巡察的现实困局,必须通过制度转型建立常态化的巡察格局,可重点从巡察的社会氛围、工作重点、工作方法、工作制度、结果运用、队伍建设等方面进行完善。
[Abstract]:Inspection is an important way and an effective way for the inspection work to extend to the grass-roots level. This inner-party supervision system, which is exploring and moving forward, has achieved remarkable results since it was put into practice, and it has made the "last kilometer" of inner-party supervision clear. All kinds of difficulties in the practice of grass-roots inspection must also be paid attention to. The inspection group began to run counter to the original intention of the inspection system between "perfect form" and "substantial nothingness". To find ways to "take the initiative" in order not to fail; ordinary people treat inspection as either the "master key" to solving difficulties, or they take a disappointed attitude of "futility" to solve the practical difficulties of grass-roots inspection. It is necessary to establish a regular pattern of inspection through institutional transformation, which can be improved from the aspects of social atmosphere, work focus, working method, work system, result application and team construction.
