上海外来流动人口管理的分析与对策

【摘要】： 随着经济的迅速发展与产业结构的调整变化,上海市外来流动人口规模日益增大。外来流动人口作为跨地区从事生产经营及其他活动的特殊群体,它的规模和增长速度与区域经济发展密切相关。外来人口对繁荣市场经济、激发社会竞争促进城市建设起到了积极的作用,应当充分肯定。同时,外来流动人口犯罪现象也较严重,给城市的治安管理带来前所未有的挑战;外来流动人口对城市的医疗、教育、公共交通、城市环境等公共产品和公共资源也提出了严峻的挑战。外来流动人口的管理成为当前的一大重要课题,对上海的城市建设和发展有着重大而深远的影响。 结合上海市建设与发展的实际,构建外来人口社区管理的模式,使外来流动人口充分参与社区的事务,为城市建设做出贡献;同时满足他们的公共产品需求,缓解社会矛盾和压力,促进社会和谐发展和问题的解决;制定切实可行的法律保障外来人口的权益,加强服务型管理的理念,寓管理于服务之中,切实做好外来人口管理工作。 本文通过对外来流动人口的基本生活现状、人口分布的情况、聚居地情况以及上海外来流动人口对社会的影响来分析上海市外来流动人口的现状,并且结合上海市外来流动人口的管理政策,从房屋租赁机制、计划生育机制、治安管理机制三方面分析管理的现状,接着又对目前上海市外来流动人口管理的问题:管理的理念滞后,认识上存在诸多误区;法律法规不健全,综合管理主体基本缺失;证件化管理失灵,外口信息采集困难重重,提出相应的措施:明确管理职责,确立管理目标;健全法规制度,强化法制宣传;科技化、网络化、一卡管理模式。最后提出了外来流动人口管理的建议:积极引导,构建服务型管理理念以及逐步构建系统的社区化管理模式。
[Abstract]:With the rapid development of economy and the adjustment of industrial structure, the scale of floating population in Shanghai is increasing day by day. As a special group engaged in production and other activities, the scale and growth rate of the floating population is closely related to the development of regional economy. Foreign population to the prosperity of the market economy, stimulate social competition? Promote the city construction to play a positive role, should be fully affirmed. At the same time, the phenomenon of crimes committed by the migrant population is also relatively serious, which brings unprecedented challenges to the management of public security in the city; the migrant population brings about medical treatment, education, and public transportation to the city. Urban environment and other public goods and public resources have also put forward severe challenges. The management of the floating population has become an important issue at present, which has a great and far-reaching influence on the urban construction and development of Shanghai. According to the reality of Shanghai's construction and development, we should set up a model of community management for migrant population, so that the floating population can fully participate in the affairs of the community and make contributions to the urban construction, and at the same time, meet their needs of public goods. To alleviate the social contradictions and pressures, to promote the harmonious development of society and to solve the problems; to formulate feasible laws to protect the rights and interests of the foreign population, to strengthen the concept of service-oriented management, to put management in the service, and to do a good job in the management of the foreign population. This paper analyzes the current situation of the floating population in Shanghai by analyzing the basic living conditions, the distribution of the population, the situation of the settlement and the influence of the floating population of Shanghai on the society. And combined with the management policy of the floating population in Shanghai, this paper analyzes the current situation of the management from three aspects: the housing rental mechanism, the family planning mechanism, and the public security management mechanism. Then there are some problems in the management of floating population in Shanghai: the concept of management lags behind, there are many misunderstandings in understanding; the laws and regulations are not perfect, the main body of comprehensive management is basically missing; the management of documents is out of order, and the collection of information from external ports is very difficult. The corresponding measures are put forward: clear management responsibility, establish management goal, perfect the legal system, strengthen the legal publicity, scientific and technological, network, one-card management mode. Finally, the paper puts forward some suggestions for the management of the floating population: actively guiding, constructing the concept of service-oriented management and gradually constructing the system's community management model.
