社会公共安全管理中个体因素作用及对策研究

【摘要】：近年来,我国安全管理的形势有了一些新的变化,不再象以往多局限于职业安全领域,社会公共安全领域内的问题层出不穷,如:2002年的蓝极速网吧事件、2003年的非典流行病的爆发、2004年北京密云踩塌事件等等。这些事件的发生严重影响了人们的生命和财产安全。以往对这类事件多是采取的系统管理的方式,然而,事实证明并没有取到很好的效果,正因为传统的系统管理的失效,使得如何对社会公共安全领域内的安全问题进行管理显得尤为重要。以往对这类问题的研究多是从整体的、系统的角度出发,本文将从崭新的个体的角度出发对社会公共安全领域的问题进行研究。论文通过对几个典型案例的分析发现,在导致公共安全事故的发生和对其进行控制处理的过程中,除了以往人们关注较多的环境因素、技术因素以外,个体因素起到了很大的作用。并运用系统论、突变论的方法对个体因素所起的作用进行了定性的阐述。论文还对新形势下个体因素起作用的特点进行了研究,并从抑制其起作用的角度出发,提出了在全社会范围内建立集中分散化的信息机制和实施本地化方案的建议。同时,论文还研究了个体因素起作用的表现形式——个体的不安全行为,结合案例对安全文化在其中所起的作用进行了分析,最终提出了在全社会范围内建立非集中化安全文化机制的建议。论文最
[Abstract]:In recent years, there have been some new changes in the situation of safety management in our country, which is no longer confined to the field of occupational safety, and problems in the field of social public safety emerge endlessly. For example: the blue extreme speed internet bar event in 2002, the SARS epidemic outbreak in 2003, the Beijing Miyun trample event in 2004 and so on. The occurrence of these incidents has seriously affected the safety of people's lives and property. In the past, most of these events were managed by systems. However, facts have not proved to be very effective because of the failure of traditional system management. It is very important to manage the security problems in the field of social public security. In the past, most of the researches on this kind of problems are from the whole and systematic point of view. This paper will study the problems in the field of social public security from the perspective of new individuals. Through the analysis of several typical cases, it is found that in the process of causing public safety accidents and controlling them, people pay more attention to environmental factors and technical factors in the past. Individual factors play a significant role. The function of individual factors is explained qualitatively by using system theory and catastrophe theory. This paper also studies the characteristics of individual factors in the new situation, and from the point of view of restraining them, puts forward some suggestions for establishing centralized and decentralized information mechanism and implementing localization schemes in the whole society.
