融入社区：社区警务模式下的警民关系重建

【摘要】：公安机关肩负着巩固共产党执政地位、维护国家长治久安、保障人民群众安居乐业的重大历史使命。公安事业的建设和发展离不开广大人民群众的支持。公安机关的性质和任务决定着公安机关必须与人民群众建立鱼水情的关系。在新时期,进一步密切警民关系,是贯彻落实执法为民重要思想,实践全心全意为人民服务宗旨的现实要求,是完成公安工作任务和目标,促进公安工作可持续发展的客观需要。文章的第一部分笔者从信任的基本范畴出发,梳理了信任的概念、分类、意义等理论；其次,对警民关系的概念、内涵、要素、属性等理论进行了介绍。随后从信任角度阐述了警察与民众之间关系是否和谐的前提条件。文章的第二部分从我国警民关系的发展演进入手,梳理了各个不同时期内我国警民关系的变化是从融洽、到恶化、再到缓和的发展趋势,阐述了我国现阶段警民关系的状况,及现状的具体表现,并根据现状分析了造成这种情况的来自公安机关与社会各界等方面的原因。文章的第三部分从警民关系与社区警务的联系角度,介绍了社区警务的相关概念和理论,并阐述了社区警务中警民合作的重要性及我国发展社区的优势。文章的第四部分以案例为切入点,通过上海公安机关在实施社区警务战略过程中,成功增进警民信任,改善警民关系案例的描述,说明了笔者通过社区警务战略改善警民关系的观点。文章的第五部分则是对如何重建和谐的警民关系提出了包括积极推进社区警务战略在内的笔者自己的建议。文章的最后一部分为结语。
[Abstract]:The public security organs shoulder the great historical mission of consolidating the ruling position of the Communist Party, maintaining the long-term stability of the country and ensuring the people's living and working in peace and contentment. The construction and development of public security can not be separated from the support of the masses. The nature and task of the public security organs determine the relationship between the public security organs and the people. In the new era, further strengthening the relationship between the police and the people is a realistic requirement for the implementation of the important idea of law enforcement for the people, the practice of serving the people wholeheartedly, and the completion of the tasks and objectives of public security work. The objective need to promote the sustainable development of public security work. The first part of the article starts from the basic category of trust, combing the concept of trust, classification, meaning and other theories; secondly, the concept, connotation, elements, attributes and other theories of the relationship between the police and the public are introduced. Then from the perspective of trust, the relationship between the police and the public is a harmonious prerequisite. The second part of the article starts with the development and evolution of the relationship between the police and the people in our country, combing the change of the relationship between the police and the people in different periods is the trend of the development from harmony to deterioration, and then to the detente, and expounds the current situation of the relationship between the police and the people in our country. According to the present situation, the reasons from the public security organs and all walks of life are analyzed. The third part introduces the concept and theory of community policing from the point of view of the relationship between the police and the community, and expounds the importance of the police community cooperation in community policing and the advantages of developing the community in our country. The fourth part of the article takes the case as the breakthrough point, through the Shanghai public security organ in the implementation community policing strategy process, successfully enhances the police and the community trust, improves the police community relations the case description. Explained the author through the community policing strategy to improve the relationship between the police and the community point of view. The fifth part of the article is about how to rebuild the harmonious relationship between the police and the people, including the positive promotion of community policing strategy. The last part of the article is the conclusion.
