论行政审批制度改革后场所、特业管理模式的四大转变

【摘要】：行政审批制度改革后,场所、特业的前置审批已基本取消。治安管理部门对场所、特业的管理理念及管理模式必须及时调整。现阶段,治安管理部门应实现场所、特业管理的四大转变:即管理主体从以公安为主向以社会为主转变;管理手段从发证管理向后续监管转变;管理机制从粗放管理向规范化管理转变;管理依据从政策主导向法制调节转变。
[Abstract]:After the reform of the administrative examination and approval system, the pre-examination and approval of the place and special industry has been basically cancelled. The public security management department must adjust the management concept and management mode of the place and special industry in time. At the present stage, the public security management department should realize the four major changes in the management of the place and special business: the main body of management should change from the public security to the society, the means of management should be changed from the management of issuing certificates to the subsequent supervision. The management mechanism changes from extensive management to standardized management, and the basis of management changes from policy leading to legal regulation.
