公安110指挥决策业务系统

【摘要】：在当前社会发展对公安工作不断提出新要求,技术不断进步的情况下,天津市公安局指挥中心有必要建立一个集中、统一、权威、高效的110接处警指挥系统。在建设中,必须始终坚持公安科技为公安业务服务和向科技要警力的指导思想。新建成的系统应具有先进性、稳定性、可扩展性、可管理性和针对性,使其成为天津市公安局科技强警的标志。在本文中,主要应用GIS(地理信息系统)、GPS(卫星定位系统)、RS(遥感系统)、DSS(决策支持系统)、ES(专家系统)的“5S”技术,以公安110指挥决策业务体系为主线,研发公安110指挥决策系统,实现精确化指挥,提高公安机关指挥调度、综合处置、辅助决策能力。使用重视联合作战概念的DODAF建模框架,使公安110系统成为一个跨管理地域的、复杂的集成系统,有效地协调各部门工作,提高系统整体效率。建成后的公安110指挥决策业务系统在打击犯罪、确保一方平安及在处置突发应急事件方面将发挥重要作用。“统一受理、统一指挥、综合调度、预案支持、立体监控、规范有序”的公安110指挥决策系统(暨三台合一综合接处警调度系统),可最大限度地实现公安资源整合、信息共享,提高公安机关快速反应能力,为市民提供更快捷的紧急救助服务。
[Abstract]:With the development of the society and the continuous progress of technology, it is necessary to set up a centralized, unified, authoritative and efficient command system for the police in Tianjin Public Security Bureau. In the course of construction, we must always adhere to the guiding ideology of public security science and technology to serve public security business and to ask for police force from science and technology. The newly built system should be advanced, stable, extensible, manageability and pertinence, which makes it the symbol of strong science and technology police in Tianjin Public Security Bureau. In this paper, the "5S" technology of GIS (Geographic Information system (), GPS (), RS (remote Sensing system (), DSS () decision support system) is used to develop the public security 110 command decision system, taking the public security 110 command and decision business system as the main line. To achieve accurate command, improve the command and dispatch of public security organs, comprehensive disposal, auxiliary decision-making ability. By using the DODAF modeling framework which attaches importance to the concept of joint operation, the public security 110 system is made into a complex integrated system, which can effectively coordinate the work of various departments and improve the overall efficiency of the system. The police 110 command and decision business system after completion will play an important role in cracking down on crime, ensuring the safety of one side and dealing with emergencies. The "unified acceptance, unified command, comprehensive dispatch, plan support, stereoscopic monitoring, standardized and orderly" police 110 command and decision system (and three integrated police dispatch systems in one) can maximize the realization of public security resources integration and information sharing. To improve the ability of public security organs to respond quickly and provide faster emergency services to the public.
