当前公安中专学校刑事侦查专业课程在实战中应用现状的调查分析

【摘要】：刑事侦查是公安机关的主要业务之一，刑事侦查学是公安中专学校侦查专业的主要专业课程，其课程建设是公安中专学校教学工作的基本建设，也是深化教学改革、提高教学质量的重要措施，一直是公安中专学校普遍关注的重要课题。为了深化公安中专学校刑侦教学改革，应对公安“大练兵”对刑警全员培训的要求和挑战，提高公安中专学校的教学质量，解决侦查理论与实践脱节的问题，为一线刑侦部门培养具有真才实学的刑事侦查专业的实用型人才、培训合格的刑事侦查员。本文通过在一定范围的刑侦实战部门采用问卷调查的形式，对当前公安中专学校刑事侦查专业课程设置、侦查专业所学的几种主要侦查措施手段在侦查破案中发挥的作用，以及从学以致用上影响侦查人员在实战中应用所学知识和技能的主要因素(包括教学内容、教学方法和手段、学生能力培养、教师专业水平等方面)，，进行系统的量化分析。通过对调查得出的第一手资料的分析研究，探索当前困扰侦查理论与侦查实践相结合的诸多问题，尤其是从公安中专学校刑事侦查的教学层面上求证其有悖于侦查实践需求的原因和症结所在，并提出切实可行的教改方案，为当前的刑侦教学改革提供事实依据和建设性的意见。
[Abstract]:Criminal investigation is one of the main business of public security organs. Criminal investigation is the main professional course of investigation major in public security technical secondary school. Its curriculum construction is the basic construction of teaching work in public security technical secondary school, and it is also the deepening of teaching reform. The important measures to improve the quality of teaching have always been an important subject of general concern in public security secondary schools. In order to deepen the reform of criminal investigation teaching in public security technical secondary schools, to meet the demands and challenges of the police's "great military training" to the training of all the criminal police personnel, to improve the teaching quality of the public security technical secondary schools, and to solve the problem of disconnection between the investigation theory and the practice. Train practical talents of criminal investigation specialty and train qualified criminal investigators for the first line criminal investigation department. In this paper, through the form of questionnaire investigation in a certain range of criminal investigation departments, this paper gives an account of the role of several major investigative measures learned in the investigation and solving of cases, to the current curriculum of criminal investigation in public security technical secondary schools, and to the several major investigative measures learned in the investigation major. And the main factors (including teaching contents, teaching methods and means, students' ability training, teachers' professional level, etc.) that affect the application of knowledge and skills learned by investigators in actual combat are analyzed systematically and quantitatively. Through the analysis and study of the first-hand materials obtained from the investigation, we explored many problems that currently beset the combination of investigation theory and investigation practice. In particular, from the teaching level of criminal investigation in public security technical secondary schools, it is proved that it is contrary to the needs of investigation practice and the crux of the problem is found, and a feasible teaching reform scheme is put forward. To provide the factual basis and constructive opinion for the current criminal investigation teaching reform.
