沈北公安分局实施公安文职制度的问题分析及对策研究

【摘要】:随着我国经济的迅猛发展,治安形势也面临严峻挑战,公安机关警力严重不足同公安工作要求和社会总体需求之间存在明显的矛盾突出,已经成为全国各地具有普遍性的急需解决的难题。作为政府雇员之一的公安文职人员,已经成为公安机关里具备专业化和职业化的一支骨干力量。公安文职人员制度作为公安人事制度的重要改革举措和实践创新,突破了公安机关的警力瓶颈并为公安机关发展提供了重要机遇。但在实际执行过程中也遇到了很多问题,影响了文职人员的工作积极性。 本文在分析国内外公安文职制度实施现状的基础上,以沈北公安分局为研究对象,总结了公安文职制度的基本模式、根本特点、推行范围,在此基础上对公安文职制度在沈北分局实施过程中发现的主要问题进行了重点分析,并据此制定了有针对性的完善方案。本论文主要研究以下内容: (1)阐述了公安文职制度的含义,在将公安文职人员同警察、辅助警力和聘任制公务员进行综合比较基础上,指明了公安文职制度同聘任制之间的联系及主要内容;对我国公安文职制度及国外公安文职制度的研究和实践作深入分析。 (2)介绍了我沈北新区公安文职实施的背景及内容,探讨了沈北公安分局在实施公安文职制度方面的取得的成效,对沈北分局公安文职雇员的管理与情况及工作满意度现状进行问卷调查,找出沈北分局在实行公安文职制度中暴露出的一些问题。 (3)详细分析了沈北公安分局实施公安文职制度过程中存在的主要问题。例如实施过程中对公安文职的身份和适用范围界定不清、岗位设置缺乏科学依据、文职人员因福利待遇、晋升及考核标准等诸多问题导致的工作满意度降低等问题。 (4)提出解决问题的相关对策。首先要在态度上转变对公安文职的认识,其次从严格基层文职岗位设置、采用科学的文职人员使用模式、完善在实施文职制度过程中的各种机制等方面予以改进。
[Abstract]:With the rapid economic development of our country, the public security situation is also facing severe challenges. There are obvious contradictions between the serious shortage of police force in public security organs and the requirements of public security work and the overall needs of the society. It has become a common problem that needs to be solved all over the country. As one of the government employees, the public security civilian personnel have become a backbone force with specialization and professionalization in the public security organs. As an important reform measure and practice innovation of the public security personnel system, the public security civilian personnel system has broken through the bottleneck of the police force of the public security organs and provided an important opportunity for the development of the public security organs. However, in the actual implementation process also encountered a lot of problems, affecting the enthusiasm of civilian staff. Based on the analysis of the present situation of the implementation of the public security civilian system at home and abroad, this paper, taking Shenbei Public Security Branch as the research object, summarizes the basic mode, basic characteristics and implementation scope of the public security civilian system. On this basis, the main problems found in the implementation process of the public security civilian system in the Shenbei Branch Bureau are analyzed emphatically, and based on this, a targeted improvement scheme is worked out. The main contents of this thesis are as follows: (1) the meaning of public security civilian system is expounded, and on the basis of comprehensive comparison between public security civilian personnel and police, auxiliary police force and civil servant appointment system, It points out the connection and main contents between the public security civilian system and the appointment system. The research and practice of our country's public security civilian system and foreign public security civilian system are deeply analyzed. (2) this paper introduces the background and content of the public security civilian implementation in Shenbei New District, and probes into the achievements of the Shenbei Public Security Branch in the implementation of the public security civilian system. This paper makes a questionnaire survey on the management, situation and job satisfaction of public security civilian employees in Shenbei Branch Bureau, and finds out some problems exposed in the implementation of the public security civilian system in Shenbei Branch Bureau. (3) the main problems existing in the implementation of the public security civilian system in Shenbei Public Security Substation are analyzed in detail. For example, in the process of implementation, the definition of the identity and applicable scope of the public security civilian is not clear, the post establishment lacks the scientific basis, and the civil servants' job satisfaction is reduced due to many problems, such as welfare, promotion and assessment standard, and so on. (4) to put forward the relevant countermeasures to solve the problem. Firstly, it is necessary to change the understanding of the public security civilian in attitude, and secondly, to improve it from the following aspects: strictly setting up the civilian posts at the grass-roots level, adopting a scientific mode of using civilian personnel, and perfecting the various mechanisms in the process of implementing the civilian system.
