上海地区吸毒现状及反吸毒观念和模式思考

【摘要】：当今世界,全球化的毒品问题已对人类的生存和发展构成重大威胁。据统计,全世界每年的国际毒品交易额在5000亿美元以上,相当于世界贸易总额的13%,成为仅次于军火的第二大贸易。全世界吸毒的人已达8000万以上,而且每年还在增加。毒品泛滥遍及全球,危害着人类的健康,影响了社会的稳定,对人类生存和社会发展构成了严重的威胁,我国也概莫能外。笔者选择了上海作为调查研究的重点,力图针对上海地区吸毒现状及提出反吸毒的观念和模式进行理性思考,并提出相应的对策方案,以对上海地区的反吸毒工作有所启迪。 文章通过三大部分进行分折: 第一部分:通过对国内外及上海地区吸毒现状及发展趋势分析,揭示了上海毒情的严峻现实和发展变化趋势。文章认为,上海本身不是毒品的原产地,大宗毒品的贩毒者主要也不是上海籍人,但上海所查获的吸毒者 WP=3 绝大多数为上海户籍的人员。上海面临着不容乐观的毒品外部环境,从80年代初,随着对外开放的不断扩大,毒品开始从境外流入国内,并迅速在上海蔓延,到目前为止,毒品在上海的发展变化过程经历了三个阶段,并具有新的特点。上海的毒品问题发展趋势不容乐观,反毒斗争任重道远。 第二部分:围绕反吸毒中涉及的观念,尤其是针对种种问题进行了分析。其中有:如何正确认识毒品的生产、加工、贩运活动与毒品消费之间的关系;如何正确认识毒品的成瘾性;如何正确认识现实社会的戒毒成功率;如何正确认识国内外有关反吸毒的理论对策;如何正确认识吸毒和犯罪之间的关系;如何正确认识零星贩毒和吸毒之间的关系;如何正确认识我国五十年代反吸毒成功的历史经验。 第三部分:根据上海地区的特点,提出了符合上海实际情况的反毒品新模式的框架构思。笔者认为,以下问题尤为重要和必要:重视毒品的戒吸问题,建立反毒品新理念;坚持党和政府的领导,明确有关部门和人员的责任;建立健全反毒法制体系,强化专门反毒机构的功能;通过“四禁并举”,建立起完善的综合治理体制;加强毒品的预防教育;依法加强缉毒工作,提高侦破毒品案件的能力。 笔者认为,毒品问题的发生和存在有着深刻的社会原因。在社会变迁、解体和重组的时期,多种经济成分和分配方式并存,在事实上导致了人与人之间利益的冲突和社会管理方面的断层,毒品问题正是在这些断层中滋长和蔓延起来的。因此,从当前的根本任务来说,我们仍应致力于加快改革的步伐,形成科学的思想观念,争取早日使有效的反吸毒体系成熟化,按照“四禁并举、堵源截流、严格执法、标本兼治”的禁毒方针,坚持禁吸、禁贩、禁种、禁制,控制非法供应和防止滥用并重,禁止和打击一切从事毒品违法犯罪活动,消灭毒品犯罪产生和发展的土壤。文章认为,毒品泛滥乃是涉及到政治、经济、文化等各个方面的问题,不仅仅是上海地 WP=4 区的问题,同时也是全国性乃至全球性的问题。笔者对我国控制毒品充满信心,并愿意为禁毒工作献一份力,尽一份责。
