满洲里市治安防范问题研究

【摘要】：在当前形势下开展社会治安防范工作,许多工作方法和经验是极其宝贵的,但这些工作方法和经验是否能够适应市场经济条件下治安防范工作的新特点,是否能够在更大范围内铺开并取得更大成效,很大程度依赖于治安防范理论的指导。当前,治安防范作为维护社会治安秩序和减少各种违法犯罪活动的积极、主动的对策措施,已经得到全社会的高度重视,并已被列为社会治安综合治理的六大工作范围之一。本文旨在通过对社会治安情况的分析,深入研究和掌握满洲里市社会治安和犯罪的特点、规律,帮助制定相应的治安防范对策和措施,用最少的代价取得最大的社会治安成效。满洲里市的社会治安工作,一旦获得科学的理论指导,必将有一个新的飞跃,必将大大促进现实生活中的治安防范工作,为满洲里市的改革开放创造良好的社会治安环境。全文除引言和后记外,共分为四大部分: 第一部分,治安防范概述。着重从宏观的角度,对治安防范的概念、我国社会治安防范工作的特点、现状、现阶段治安防范工作存在的突出问题等内容进行研讨、描述与分析,从而为全文的展开作了学术与全国背景的铺垫。 第二部分,满洲里市治安形势现状。着重从微观的角度,对北国边城满洲里市具体的社会背景、经济发展状况、治安形势、刑事案件上升的原因、特点等进行了深入的调查统计分析与理论探讨,在比较借鉴国外城市犯罪理论的基础之上,提出了自己的一些看法。 第三部分满洲里市社会治安防范体系及存在的问题。全面而系统地介绍了满洲里市现有的治安防范体系,并对治安防范工作中存在的问题进行了深入透析的研讨与挖掘,这是本文的核心内容之一,是理论用于实践,观察问题,发现问题并寻找原因之所在。 第四部分,满洲里市治安防范对策。在对满洲里市社会治安状况、特点及规律的认识基础之上,有的放矢地提出了几项治安防范对策,有些措施是带有创新和建设性的,如倡议在满洲里市开展社区矫正工作等。本部分的写作是全文的目的与归宿,即为满洲里市社会治安防范工作出谋划策,更好地为保一方平安,构建合谐社会尽到微薄之力! 本文的写作是采取实证调查研究的方法,力图将所学的刑事政策、犯罪学及刑事法学知识运用于社会治安的防范实践,这种以一个边城的社会治安及防范问题作为研究对象,是作者的大胆尝试,不足之处望批评指正,希望通过不断的摸索与完
