试论呼和浩特市社区警务建设现状与完善

【摘要】：社区警务是国际警务改革的趋势,成为各个国警务改革的重要组成部分,它是21世纪六、七十年代来源于西方第四次警务革命时期的。社区警务是一种理念,核心思想是警察以社区为中心,服务于群众,通过警民的相互合作共同发现和解决社区治安问题,使警民关系更加密切。关对于社区警务大部分国内学者见仁见智,还没有统一的观点。要想在我国特殊国情下急需建设成功的社区警务,在借鉴西方国家有效的的成果之外还要适合中国本地区的具体情况。而且必须通过理论的深入探讨得出依据,然后认真的运用到实践中。我们要时刻记着全心全意为人民服务的神圣宗旨。我国进行社区警务工作十几年来,在具体实践工作中仍存在很多问题,笔者就是从实践的角度出发,对呼和浩特社区警务工作加以研究,并指出存在的问题,进而解决问题。全文共分四部分。引言部分从选题目的及研究意义入手,介绍了目前呼和浩特市城镇、农村社区警务建设的有关概况,借鉴国内外社区警务研究的文献,介绍了所要分析解决的现实存在的问题；第一部分阐述了社区警务的概念、特征和理论基础等理论性知识；第二部介绍了呼和浩特市社区警务建设现状,以及存在的主要问题；第三部分主要阐述了如何解决呼和浩特市社区警务建设的对策：通过国外社区警务建设情况以及对我国的借鉴,进而提出了缩小差异、解决呼和浩特市社区警务建设失衡的对策。社区警务为公安工作的基础工作,即维护社会稳定,预防打击犯罪、和谐警民关系等方面显示出了起到了非常强大的作用。但在具体工作中依然存在很多问题,对社区警务的有效实施有很大的阻碍。研究并解决这些问题,对于促进公安基层基础工作和推动社区警务改革,具有重大的现实意义。
[Abstract]:Community policing is the trend of international police service reform and becomes an important part of police reform in various countries. It originated from the fourth police revolution period in the West in the 1960s and 1970s of the 21st century. Community policing is a kind of concept, the core idea is that the police take the community as the center, serve the masses, discover and solve the community security problem through the mutual cooperation of the police and the people, and make the relationship between the police and the people closer. The majority of domestic scholars on community policing have different views, there is no unified view. In order to build successful community policing under the special conditions of our country, it is necessary to adapt to the local conditions of China in addition to drawing lessons from the effective achievements of the western countries. And must through the theory thorough discussion obtains the basis, then earnestly applies to the practice. We must always bear in mind the sacred purpose of serving the people wholeheartedly. In the past ten years, there are still many problems in the practice of community policing in our country. From the point of view of practice, the author studies the community policing in Hohhot, and points out the existing problems, and then solves the problems. The full text is divided into four parts. The introduction begins with the purpose of selecting the topic and the significance of the research, introduces the general situation of the construction of community policing in the towns and villages of Hohhot at present, draws lessons from the literature of the research on community policing at home and abroad, and introduces the practical problems to be analyzed and solved. The first part describes the concept, characteristics and theoretical basis of community policing, the second part introduces the status quo of community policing construction in Hohhot, and the main problems. The third part mainly expounds the countermeasures of how to solve the construction of community policing in Hohhot: through the construction of community policing in foreign countries and the reference to our country, the author proposes to narrow the differences. The countermeasures to solve the imbalance of community policing construction in Hohhot. Community policing has played a very powerful role in the basic work of public security, that is, maintaining social stability, preventing and cracking down on crime and harmonious relations between the police and the people. However, there are still many problems in the concrete work, which hinders the effective implementation of community policing. It is of great practical significance to study and solve these problems in order to promote the basic work of public security and the reform of community policing.
