考核激励的公安教育训练制度研究

【摘要】:近年来,全国公安机关通过组织开展大规模的大练兵、苦练基本功活动,基层公安队伍的思想政治素质得到明显的提高,服务质量得到明显的增强,民警的身体素质得到明显的改善,有力地促进了公安工作和公安队伍建设。但是与新形势、新任务和新要求相比,公安队伍中还存在思想观念、素质能力不适应,知识结构、人员结构不合理,大部分民警的潜力还没有充分挖掘,民警和警用装备未达到最佳结合等问题。2010年底召开的全国公安教育训练工作会议全面总结了近10年公安教育训练工作,在深入分析当前的问题和将要面临的任务的基础上指出,未来的公安教育训练事业的改革和发展,要进一步贯彻落实科学发展观,以全面提高公安队伍的整体素质和战斗力为目标,通过改革和创新现有的教育训练制度,在加强保障的基础上,努力建立与公安事业发展相适应、符合公安实战需要、能够满足提高公安队伍整体素质需求、和公安干部人事制度改革相衔接的教育训练制度,公安教育训练要向学历教育和在职培训教育并重的方向发展,并促进公安教育训练工作的的科学化、信息化、规范化、实战化,为建立一个强大的公安队伍和强有力的公安工作,提供有力的思想政治工作和人才保证、智力支持。 本文在深入分析了当前公安教育训练工作的现状和存在的问题后,创新提出建立考核激励的公安教育训练制度,并就这一制度的可行性进行研究,最终得出结论: 1、基层公安机关可以建立考核激励的公安教育训练制度; 2、建立考核激励公安教育训练制度能激发民警的学习热情,提高民警的综合素质。
[Abstract]:In recent years, through the organization and development of large-scale military training by public security organs throughout the country, the ideological and political quality of grass-roots public security personnel has been significantly improved, and the quality of service has been significantly enhanced. The physical quality of the police has been obviously improved, which has effectively promoted the public security work and the construction of the public security force. However, compared with the new situation, new tasks and new requirements, there are still ideas, inadaptability to quality and ability, knowledge structure and unreasonable personnel structure in the public security force, and the potential of most of the police has not yet been fully exploited. At the end of 2010, the National Public Security Education and training Conference, which was held at the end of 2010, comprehensively summarized the public security education and training work in the last 10 years. On the basis of an in-depth analysis of the current problems and the tasks to be faced, it is pointed out that the reform and development of the future public security education and training should further implement the scientific concept of development. In order to improve the overall quality and combat effectiveness of the public security force in an all-round way, through the reform and innovation of the existing education and training system, on the basis of strengthening the guarantee, we will strive to establish an adaptation to the development of the public security cause and meet the needs of the actual combat of the public security. The education and training system, which can meet the needs of improving the overall quality of the public security force and linking up with the reform of the personnel system for public security cadres, should be developed in the direction of both academic education and on-the-job training education. And promote the public security education and training scientific, information-based, standardized, combat, for the establishment of a strong public security team and strong public security work, provide a powerful ideological and political work and talent guarantee, intellectual support. After an in-depth analysis of the current situation and existing problems of public security education and training, this paper innovatively proposes the establishment of a public security education and training system with examination and encouragement, and studies the feasibility of this system, and finally draws a conclusion: 1, Grass-roots public security organs can establish a public security education and training system with assessment and encouragement; 2. The establishment of the system of public security education and training can stimulate the study enthusiasm of the police and improve the comprehensive quality of the police.
