虚拟社区与虚拟社区警务构想

【摘要】：互联网中的虚拟社区是网上各类违法犯罪活动的主要场所 ,也是发动网上民众参与改进互联网安全的有效载体。基于虚拟社区具备了现实社区的基本要素 ,为此立足虚拟社区 ,借鉴社区警务理论 ,进而构建虚拟社区警务 ,对于我国走出现今互联网安全管理中的困境、突破警力资源上的“瓶颈”大有裨益 ,而其构建的关键是确立虚拟社区警务战略地位、建立新型的网上警民关系、实现虚拟社区组织化、推进虚拟社区警务的制度创新和技术创新
[Abstract]:The virtual community in the Internet is the main place for all kinds of illegal and criminal activities on the Internet, and it is also an effective carrier to mobilize the people on the Internet to participate in improving the security of the Internet. Based on the virtual community has the basic elements of the real community, so base on the virtual community, draw lessons from the community policing theory, and then construct the virtual community policing, for our country to step out of the dilemma of the Internet security management nowadays. It is of great benefit to break through the bottleneck of police resources, and the key to its construction is to establish the strategic position of virtual community policing, to establish a new type of online police-civilian relationship, and to realize the organization of virtual community.
