公安机关经侦队伍绩效管理初探

【摘要】: “绩效管理”作为一种管理模式,在企业管理中已经被广泛推崇,国内外很多学者也正试图将这种成功的管理模式嫁接到公共部门。本文在分析公安机关经侦队伍管理存在问题及其原因的基础上,通过研究绩效管理、绩效考核概念内涵及其在经侦队伍管理中的作用,尝试将绩效管理模式引入到公安机关经侦部门,从而激活队伍的潜力,提升队伍的战斗力。 目前公安机关所实施的“绩效考核”是游离于绩效管理之外的一种考核方式。本文设定了经侦队伍以教育培训、队伍正规化建设和绩效考核为主要内容的绩效管理体系,并以绩效考核为核心内容来加强经侦队伍的管理。在构建绩效考核指标体系时,本文结合经侦工作实际,运用了标杆管理和全面质量管理的理念和做法来设定具体考核指标体系,同时研究制定了经侦队伍绩效考核的辅助体系。在管理的实施过程中,本文主张应理顺考核机制、完善考核信息收集渠道,健全沟通协调和监督机制;绩效考核实施时,在注重对民警个人考核的同时,须对其所在团队进行考核,而民警个人的考核应分层级进行。在科学管理与考核的基础上,注重绩效考核结果的运用,从而激活经侦队伍绩效管理的活力。
[Abstract]:As a kind of management mode, "performance management" has been widely respected in enterprise management, and many scholars at home and abroad are trying to grafting this successful management model into the public sector. On the basis of analyzing the existing problems and causes of the management of the economic investigation team of the public security organs, this paper tries to introduce the performance management mode into the economic investigation department of the public security organ by studying the performance management, the connotation of the concept of performance appraisal and its function in the management of the economic investigation team, so as to activate the potential of the team and enhance the combat effectiveness of the team. At present, the performance appraisal implemented by public security organs is a kind of evaluation method which is separated from performance management. This paper sets up a performance management system with education and training, formalization construction and performance evaluation as the main contents of the economic investigation team, and strengthens the management of the economic investigation team with the performance appraisal as the core content. In the construction of performance appraisal index system, combined with the reality of economic investigation work, this paper uses the concept and method of benchmarking management and total quality management to set up the specific evaluation index system, and studies and formulates the auxiliary system of economic investigation team performance evaluation. In the course of the implementation of management, this paper advocates that the evaluation mechanism should be straightened out, the channels for collecting assessment information should be improved, and the communication, coordination and supervision mechanism should be sound. When the performance appraisal is implemented, while paying attention to the individual assessment of the police, it is necessary to evaluate its team, and the assessment of the individual police should be carried out at different levels. On the basis of scientific management and evaluation, we should pay attention to the application of performance evaluation results, so as to activate the vitality of performance management of economic investigation team.
