堕胎之争与美国外交政策

【摘要】：20世纪80年代末90年代初,由于价值观的差异,美国保守派与进步派展开了激烈的论战,舆论称之为“文化战争”。这场论战就当时困扰美国的诸多社会问题展开,其中争议最多、分歧最大的议题当属堕胎是否应该合法化。围绕堕胎是否应该合法化这个争议,美国民众分成了反对堕胎合法化、捍卫胎儿生命权的生命派以及支持堕胎合法化、拥护女性选择权的选择派。两派之间的论战在罗诉韦德案后开始激化,变得不可调和。生命派和选择派纷纷向民主党和共和党抛出橄榄枝,希望通过与党派合作、资助选举的形式来捍卫自己的价值观。堕胎争议成为美国政治,尤其是选举政治中一个重要的议题。本文首先通过参阅相关论著、20世纪末21世纪初期关于堕胎问题的各种调研数据,以及总统在公开场合发表的有关堕胎的观点分析了堕胎争议对政策制定者的影响。同时,通过分析墨西哥政策的变迁,剖析堕胎争议对美国外交政策的影响。除绪论和总结外,共分为三个章节:第一章介绍堕胎之争在美国的历史政治背景以及争论双方所执观点,第二章分析堕胎之争对政策制定者的影响,第三章对比不同政策制定者对同一外交政策——墨西哥城政策的不同态度,说明过去几十年来美国国内围绕堕胎合法性的论争已经影响到了美国对外政策的制定。
[Abstract]:At the end of 1980s and the beginning of 90s, due to the difference of values, the American conservatives and progressives launched a fierce debate, which the public opinion called the "cultural war." this debate was about the many social problems that plagued the United States at that time. Among the most controversial issues, the most controversial issue is whether abortion should be legalized. Over the controversy over whether abortion should be legalized, the American people have divided themselves into opposing abortion legalization. Those who defend the right to life of the fetus and those who support the legalization of abortion and the choice of women. The debate between the two parties has intensified after the case of Luo v. Wade. It's becoming irreconcilable. Life and selectors are throwing an olive branch at Democrats and Republicans, hoping to defend their values by working with parties and funding elections. The abortion controversy has become American politics. In particular, an important issue in electoral politics. First, this paper refers to various research data on abortion at the end of the 20th century, in the end of the 20th century. And the President's public views on abortion, which analyzed the impact of abortion disputes on policy makers. At the same time, through an analysis of changes in Mexican policy, the impact of abortion disputes on American foreign policy was analyzed. In addition to the introduction and summary, It is divided into three chapters: the first chapter introduces the historical and political background of the abortion debate in the United States and the views held by both sides of the dispute. The second chapter analyzes the impact of the abortion controversy on policy makers. The third chapter compares the different attitudes of different policy makers on the same foreign policy-Mexico City policy, and shows that the debate over the legality of abortion in the past few decades has affected the formulation of American foreign policy.
