2013年秋美国暂停对叙利亚动武的原因

【摘要】：叙利亚是中东地区重要的国家之一。从2011年3月15日开始,叙利亚爆发了政府与反对派之间的冲突,由此引来了国际社会的广泛关注。西方国家多次指责叙利亚境内发生化学武器袭击事件,而叙利亚政府和反对派也相互指责对方使用化学武器。特别是2013年8月21日,美国白宫公布消息:叙利亚政府使用化学武器在大马士革郊外发动了袭击,致使1429人丧生,其中包括至少426名儿童。这一行为显然触碰了奥巴马先前已明确划出的“红线”,于是美国即将对叙利亚动武。但2013年9月14日,美俄在日内瓦达成化武换和平的协定,奥巴马宣布暂停对叙利亚动武。除了叙利亚政府愿意交出化学武器这一重要因素外,奥巴马宣布暂停对叙动武的背后还有更多深层次的原因。本文从事实出发,以奥巴马暂停对叙利亚动武作为切入点,来探讨其暂停动武背后的深层次原因。第一章首先阐述叙利亚危机的国际背景及危机产生的原因,其次将探析叙利亚危机以来的美叙关系,以及2013年9月美俄达成协议,美国宣布暂停对叙利亚动武的状况。第二、三、四章将分别以美国内部的反战因素,叙利亚危机本身的牵制因素以及来自俄罗斯、中国等其他国家的阻碍因素来作为研究对象进行具体分析。自金融危机后美国经济的一蹶不振,奥巴马政府政治生态的不平衡以及伊拉克战争、利比亚战争的教训都导致美国不敢轻举妄动。其次是叙利亚危机本身的不确定性、以及叙利亚战略位置的重要性也牵制着美国对叙利亚的态度变化。除此之外,综合国力不断提升的俄罗斯、中国等国的强烈反对也阻碍着美国对叙动武。通过以上四章的分析,我们可以看到,美国内部的反战因素、叙利亚危机的牵制因素以及国际局势因素的共同作用,导致奥巴马政府在2013年9月宣布暂停对叙动武。
